Overall Purpose
Reporting to a designated manager/supervisor, People and Culture, the Assistant Administrator will provide confidential administrative support to the Management team for multiple employee groups.
The Assistant Administrator will:
- assist with the development, implementation and evaluation of department business processes.
- assist with data and records management function.
- provide administrative support, research and analysis for collective agreement and employment legislation implementation, grievance and arbitration process/implementation and special projects.
- design, prepare and run various reports.
- respond to inquiries from Principals, Vice-Principals, Superintendents, Managers and Union officials on People and Culture matters.
Summary of Duties
- Research, gather and analyse trends, patterns and data to support various employee services functions including preparation of accurate summaries and reports for Management, Federations and Unions.
- Assist with the development and implementation of consistent departmental business procedures, system communication, forms, letters and manuals.
- Review existing business processes and provide suggestions to address gaps (e.g., process development /enhancement, HRIS Change Requests, etc.).
- Provide administrative support to the records and data management function in accordance with employment and privacy legislative requirement, Board policies, procedures, and protocols.
- Assist the Manager on the workflow and procedures related to the management and retention of computerized and hard copy employee records.
- Provide support to the Manager with the implementation and administration of Collective Agreements, employment legislation and arbitration awards.
- Provide support to the grievance/arbitrations/hearing process including conducting research, participating in meetings and preparing confidential reports and correspondence.
- Provide administrative support and coordination of annual audit processes including data analysis for internal and external audit processes, and liaise with staff regarding identified gaps.
- Research confidential/sensitive information for the Manager and/or Senior Manager.
- Develop and maintain Operations and Analytics web page.
- Create and conduct internal and external surveys and analysis and present information.
- Supervise the File Clerk(s) and ensure filing systems remain in functional order.
- Liaise with Superintendents, Principals, Managers and union officials to access/exchange information.
- Respond to general enquiries regarding collective agreement application, procedures, protocols and processes.
- Assist with the implementation of employee services and special projects initiatives related to the office.
- Provide back-up support to other staff members as required.
- Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
- Other duties as assigned.
Qualifications
- Two year community college diploma in related field (e.g., Human Resources/Business Administration) with a minimum of two years progressively responsible human resources experience, or an equivalent combination of education and experience.
- Proficient computer skills and technical expertise with spreadsheets, databases, HRIS systems, presentation packages, website maintenance, survey tools, and financial information systems and records management applications.
- Experience administering human resources procedures in a large unionized organization, including labour relations, performance management, collective agreement interpretation.
- Strong analytical/interpretative, research and problem-solving skills.
- Experience and ability to maintain and work with confidential and sensitive information.
- Proven ability to organize and co-ordinate a diverse number of projects.
- Proven ability to accurately document information, prepare reports and summaries.
- Proven ability to communicate effectively (both orally and in writing) with staff, and internal/external organizations with client service orientation.
- Strong project management and time management skills.
- Experience with and understanding of Collective Agreements, employment and labour legislation, and Board and departmental policies and procedures.
- Proven ability to work under pressure in order to meet frequent deadlines.
- Ability to provide guidance and direction to staff.
- Proven ability in promoting equitable practices which value inclusiveness and diversity.
