Halifax Regional Municipality is inviting applications for the permanent position of Contract Supervisor in Public Works.

Under the general direction of the Manager Contract Operations and Winter Services, the Contract Supervisor is accountable and responsible for the delivery of contracted work for HRM Public Works services. The Contract Supervisor estimates, develops specifications, manages service delivery, and ensures work is preformed to service levels as required to meet stakeholders and external parties’ expectations.

DUTIES AND RESPONSIBILITIES

  • Collaborates and consults with HRM Procurement to ensure contracted work is performed in accordance with the applicable HRM procurement policy and completed in a safe, efficient, cost-effective manner, and meets service delivery standards and expectations.
  • Manages contractor schedule of payments for completed work and evaluates the needs, price and payment authorization for work or change orders.
  • Works closely with Procurement staff to develop service contract documents including contract deliverables, quality standards, bid sheets and site-specific information to assist in developing contract scope and in the evaluating and awarding process.
  • Lead mandatory bidders’ meetings.
  • Complete vendor evaluations annually and at the end of each contract period.
  • Interprets work order details along with project designs and specifications and modifies work orders based on site conditions and the intent of design specifications to achieve desired results.
  • Develops procurement documents including but not limited to standing offers, tenders, pricing agreements, requests for proposals and financial requisitions.
  • Ensures contractors follow all policies and guidelines developed by municipal, provincial, and federal legislation.
  • Conducts regular site visits to ensure contractors comply with all applicable codes and regulations.
  • Responsible for complying with HRM occupational health and safety policies and guidelines, NS OHS Act and the delivery of safe work activities.
  • Develops specifications to evaluate contracts, contractors, and service delivery.
  • Accountable for assessing and managing vendor equipment requirements for snow and ice/winter works control.
  • Monitors winter road and weather conditions 24/7, initiate call in of contractors and operational support to ensure public safety. Conduct timely road patrols to ensure contractors are achieving service standards to mitigate risk to the public and municipality.
  • Invokes holdback and contractor penalties for contract non-compliance.
  • Develops and fosters continued strong working relationships with vendors, contractors, sub-contractors, customers, residents, supervisors, managers, and Councillors.
  • Participates in recurring on-call 24/7 duty requirements on a rotational basis, accountable for calling in staff after-hours and/or triage priority work when required.
  • Assigns work to bargaining unit staff, in accordance with seniority considerations within the respective collective agreement.
  • Required to be prepared and follow a response/recovery plan for emergency events including but not limited to extreme weather events, hurricanes, fires, blizzards, and other natural disasters.

QUALIFICATIONS
Education & Experience

  • A post-secondary degree in construction, business administration or Civil Engineering Technology from a recognized institution. Equivalent combination of education and experience will be considered.
  • Minimum 3 years supervisory experience.
  • Minimum 3 years working with database software.
  • Must have 3+ years’ experience in field construction inspection or assessment in a municipal environment.
  • Must have valid NS driver’s license (Class 5)

Technical/Job Specific Knowledge and Abilities

  • Demonstrated written and oral communication.
  • Ability to make decisions relative to urgency, importance, and public scrutiny independently without supervision.
  • Experience working with municipal government and legislation considered an asset.
  • Knowledge of collective agreements within HRM including agreements with CUPE 108.
  • Ability to work as a leader in a diverse environment.
  • Demonstrated organizational and administrative abilities.
  • Ability to prioritize and coordinate multiple tasks and responsibilities simultaneously.
  • Knowledge of HRM software (Cityworks) and technology (MS Office).
  • Ability to manage HRM budget including revenues and expenditures.
  • Ability to deliver quality front-line customer service and safety standards.

Physical Environment - Much of the work is completed in a field environment with exposure to adverse weather, environment (sun, heat, extreme cold, ticks), traffic, and construction conditions. Office work is required to complete administrative tasks.

WORK STATUS: Permanent, Full-Time

HOURS OF WORK: 7:00am - 3:00pm or 8:00am - 4:00pm, Monday to Friday; 40 hours per week however overtime (evening and weekends) is required during winter works (Nov-Apr), during duty rotations, project requirements and during significant weather events. Flex options to work outside of these hours and hybrid may be available.

SALARY: NU05, Non-Union $66,830 - $86,490; Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.

WORK LOCATION: 3800 MacKintosh Street, Halifax, NS. Work location can be changed according to operational requirements.
