The Chief Human Resources Officer (CHRO) provides strategic leadership, advice, and guidance to the Human Resources division, playing a critical role in aligning HR initiatives with organizational goals. Reporting directly to the CEO, the CHRO is accountable for strategic planning, divisional performance, and reporting. This role oversees the division’s budget, including leading the budgeting process and maintaining accountability for overall financial performance. The CHRO is responsible for providing leadership oversight of organization wide HR services including Human Resources Information System (HRIS), Compensation, Payroll, Benefits, Employee Relations, Recruitment & Selection, Talent Management, Disability Management, Learning and Development, Diversity, Equity and Inclusion and proactive Health & Safety management. Additionally, the CHRO develops and maintains HR-related guidelines, processes, and procedures for TRCA, working collaboratively with the Senior Leadership Team to standardize procedures and ensure compliance with relevant external technical standards.

The ideal candidate will hold a university degree in Human Resources, Business Administration, Psychology, or a related field, along with a Certified Human Resources Leader (CHRL) or Certified Human Resources Executive (CHRE) designation. They will bring over 10 years of progressive HR leadership experience—primarily in the public sector—including experience working with boards and councils. A strong background in strategic planning, business planning, service delivery, financial oversight, and employee relations is essential, as is experience managing major projects and presenting at the Board level. The successful candidate will demonstrate expert knowledge of employment legislation, including the Employment Standards Act, Occupational Health and Safety Act, WSIA, Ontario Human Rights Code, AODA, and the Pay Equity Act. They will possess exceptional judgment, political acumen, and the ability to navigate complex stakeholder environments, mediate issues, and make sound, organization-wide decisions.

Expected Compensation Range:$$188,479 – $218,527 CAD. Reason for Posting: Existing Vacancy.
