This position provides on-site inspections, directions, and maintain records, in relation to construction work carried out by contractors engaged to complete Department building construction projects, ensuring work is carried out in conformance with the contract plans and specifications.

Duties will include but are not limited to:

  • Collecting site data, preparing drawings for future projects, meeting with contractors carrying out minor repair projects and meeting with building occupants to discuss renovation requirements, and will meet with clients and engineering or architectural consultants to review problems that have a risen during construction and identify solutions.
  • Requires awareness of the occupational health and safety procedures associated with various construction activities, and inspecting and providing direction to ensure that all aspects of the construction work associated with new or renovation projects meets contract requirements and in accordance with the drawing and specifications.
  • Compiling daily reports and checking types, quality and quantity of all materials used on the construction project, monitoring work force on site to assess the adequacy of resources required to meet construction schedule and assessing work to ensure that applicable codes and standards are followed.
  • Checking work for accuracy of layout and location, ensuring no work is covered or insulated prior to proper testing, arranging for testing of concrete, asphalt, structural fill and other materials to ensure compliance with contract requirements.
  • Arranging and participating in client meetings associated with minor building repair projects, and completing site surveys and measurements of existing physical features at various sites and preparing drawings of existing buildings and sites, as well as drawings indicating construction project requirements, or;
  • Communicating with contractors to arrange proper project initiation associated with inspections, supervision and project close out.
  • Acquiring material samples for testing, determining presence of hazardous components, forward samples to lab and ensure that test results are provided to appropriate design staff and contractors.
  • Monitoring progress of construction work and reviewing associated components or systems, to identify conflicts prior to work proceeding;
  • Compiling deficiency lists that identify areas or aspects of the work that does not meet the requirements of the contract for corrective action by the contractors and initiating follow up inspections to see that corrective action has been taken to meet contract requirements.
  • Reviewing and providing initial approval or rejection of progress claims and invoices submitted by contractors, ensuring that adequate deficiency and mechanical lien holdbacks are maintained, and approving hold back releases at the appropriate times.
  • Reviewing tender documents, developing spreadsheets and compiling accurate records of materials, labour and equipment.

Minimum Qualifications:

  • Must have successful completion of Grade 12 or GED equivalency and have successfully completed a post-secondary program from a recognized Architectural or Building Construction Technology program.
  • Must have considerable experience with building construction methods, associated test procedures and documentation of activities.
  • Must possess the ability to operate survey instruments and computer software for word processing and spreadsheets.
  • Must possess the ability to communicate verbally in a polite, firm and understandable manner with contractors, users, regulatory officials and consultants.
  • Experience with Computer Assisted Drafting (CAD) software would be an asset.
  • Demonstrated equivalencies may be considered.
  • Must have considerable experience using standard LAN-based software (Microsoft Office, email platforms, etc.).
  • Must have a valid Prince Edward Island drivers’ license, acceptable driving record and access to reliable transportation.
  • Successful applicant must provide a current and satisfactory Criminal Records Check, prior to employment.
  • Successful applicant must provide a current hearing test, prior to employment.
  • A good previous work and attendance record is required.
