Are you ready to use data to drive real-world change? The City of Edmonton is seeking an Collaborative Utilities Analyst to anchor our Environment and Climate Resilience section. This is your chance to directly contribute to our climate goals and shape a more sustainable future for the city.

This role is centered on strategic financial management and focuses on providing reliable utilities data and insightful analysis, which is essential for managing City infrastructure and making strategic decisions. As part of the Utilities Supply Management team you will support and oversee the City of Edmonton's $70 million annual utilities budget. Success requires deep expertise in utility rate structures and the critical ability to convert complex, raw data into meaningful financial and operational insights.

Partner across diverse City business areas, implementing sustainability programs, and utilizing expert facilitation to build consensus. A core skill is the ability to present complex information clearly—you will have the ability to translate data into persuasive, plain-language reports that inform and influence technical teams and senior leadership alike.

What will you do?

  • Be at the forefront of the City's sustainability efforts, driving impactful change through data and strategic insights.
  • Leading Utilities Data Intelligence: You'll be the go-to expert for collecting, analyzing, interpreting and presenting crucial electricity, natural gas, and water meter data. Your analysis will inform strategic decisions, support City pilots, ensure audit validation, and contribute to vital industry compliance reporting. You'll also be instrumental in building accurate budget forecasts by projecting complex historical cost and consumption data, directly influencing the City's $70 million annual operating budget for utilities.
  • Advancing Energy Management & Sustainability Programs: You'll play a vital role in coordinating and supporting key initiatives like BOMA, Measurement & Verification (M&V), and broader energy management programs. This includes applying your facility management knowledge, implementing smart building concepts, and driving continuous improvement in our sustainability performance.
  • Optimizing Utility Contracts: You'll manage and deploy tools to analyze the performance of the City's utility contracts against terms, market trends, and historical data. Your work will help resolve billing complexities and ensure the City achieves its procurement goals.
  • Empowering Through Knowledge: You'll share your expertise by delivering training on utilities management software, empowering City employees to effectively view, administer, and interpret utilities-related information for business analysis and energy conservation.

Qualifications:

  • University graduation in math, commerce, statistics, engineering, science, or a related discipline
  • A minimum of two years of experience in statistical analysis, including forecasting and interpreting data, measurement and valuation, and/or database administration in energy management

Assets:

  • Experience using energy management software
  • Utilities and meter data experience
  • Utilities industry experience
  • Certificate in Energy Management
  • Certification in formal measurement and validation, analysis, internal audit techniques, and evaluation models (e.g., IPMVP or GOC program evaluation certifications)

Skills required for success:

  • Strong analytical skills, with the ability to collect and analyze information and data, as well as highlight key insights to support recommendations and decisions
  • Knowledge of utility rate structures for power, water and natural gas
  • Knowledge of standards, benchmarks, and industry best practices relating to information technology, energy management, environmental management, and ISO standards, including ASHRAE, LEED, IPMVP, and ENERGY STAR
  • Strong verbal communicator with the ability to analyze and communicate complex ideas to diverse audiences, including the delivery of training to all levels of staff
  • Strong written communicator capable of developing written documents, ranging from technical to general.
  • Ability to communicate complex information and present it clearly to both technical and non-technical audiences, influencing participants at all levels, even senior leadership, with an ability to prepare and present plain-language reports
  • Skilled project planner with the ability to manage complex tasks, influence outcomes with partners, and build consensus through expert facilitation, negotiation, and conflict resolution
  • Critical Thinking and Problem-Solving: You bring a sharp, analytical mind and impeccable attention to detail to every challenge, confidently questioning conventional wisdom and proactively identifying strategic solutions.
  • Ability to maintain and establish effective working relationships
  • Ability to work both collaboratively and independently, managing time appropriately and achieving deadlines.
  • Proficiency with Google Suite

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
