This is buying work of moderate complexity working in the Buying Group - Operating organizational unit. An employee of this class utilizes conventional procedures and techniques in buying commodities and services as assigned for Municipal departments. Work involves processing requisitions, obtaining and analyzing quotations, preparing purchase orders, placing orders and performing related purchasing tasks. The incumbent checks completeness of requisitions; validates availability of funds with the end user departments; obtains additional product description and specifications from ordering department or suppliers; amends product descriptions and/or writes non-technical general specifications to facilitate competitive quotations. Determines sources of supply from Enterprise Resource Planning (ERP) system, supplier cards, filed brochures, price lists, online research and other municipalities; obtains product prices, quality and availability information from suppliers, obtains samples of products for testing if required. Compares product specifications and benefits; awards routine purchases; uses discretion in referring difficult product comparisons or long-term purchases to a supervisor for concurrence with or assistance in supplier award decision; collaborates with end user department and forwards purchase order to successful supplier. Other responsibilities include assisting a supervisor with tenders by compiling and reviewing past purchases, or by tabulating completed tender returns and checking documents for accuracy; may occasionally be assigned major or long-term purchasing projects under guidance of the supervisor; and assisting staff in expediting deliveries and with complicated or disputed invoice adjustments. Performs related work as required.

Qualifications include completion of Grade 12 supplemented by courses related to purchasing and enrollment in and working towards accreditation of NISCL-CSCL by NISCL or equivalent; buyer experience in municipal or industrial purchasing; or an equivalent combination of education, training and experience. Sound knowledge of the policies, procedures and regulations governing municipal purchasing; of the sources, quantities, types and prices of products and services required; and of the functions and requirements of the departments served. The Buyer 1 will have the ability to evaluate quality, price and service factors to determine quality and suitability of products and services; draft and review specifications and related procurement documents for a variety of products and services and to monitor and administer such contracts; and communicate effectively orally and in writing. The incumbent should also have the ability to work cohesively with a variety of internal and external contacts. A Driver's Licence for the Province of British Columbia is required.

Pay Rate: $34.63 per hour + 12% in lieu of benefits (2024 Rates)

Location: West Building

Hours of work: this is an auxiliary position, hours and shifts are based on operational requirements and do not provide guaranteed hours of work, which may include on-call shifts. Typical shifts are Mondays, Wednesdays and Fridays during the core hours of 8:00 AM – 4:30 PM.
