About the EngagementOrangutech has been awarded a Task-Based Informatics Professional Services (TBIPS) contract with Transport Canada's Business Solutions Directorate to support the digital transformation of three marine safety and security products: MITRACK 2.0 , the Pleasure Craft Operator Card System (PCOCS) , and the Vessel Registry System (CRVS) . These systems support Transport Canada's Ocean Protection Plan (OPP) modernization initiatives.

The Project Executive will provide senior-level oversight and strategic coordination across all three interconnected digital products, serving as the primary point of contact for Transport Canada's executive stakeholders and ensuring delivery against the program's milestones and gating requirements.

Key Responsibilities Key Responsibilities Project Oversight & Strategy

  • Provide high-level oversight and strategic coordination across three concurrent digital product workstreams, ensuring alignment with Transport Canada's organizational goals and the Government of Canada's Policy on Service and Digital
  • Oversee project planning across MITRACK 2.0, PCOCS, and CRVS, including scope, timelines, deliverables, and resource allocation
  • Lead and motivate cross-functional project teams (business, technical, and operational), ensuring alignment with project goals and deadlines
  • Identify potential risks and issues, develop mitigation plans, and take proactive steps to minimize disruptions to project timelines and objectives

Governance & Change Management

  • Ensure projects adhere to Transport Canada's governance policies, compliance standards, and project management frameworks
  • Manage scope changes through formal change control processes; ensure all modifications are documented, evaluated, and approved before implementation
  • Lead change management initiatives and make high-level decisions when adjustments or course corrections are required
  • Facilitate collaboration across teams, including the Business Solutions Directorate, IT teams, program stakeholders, and external vendors

Reporting & Stakeholder Communication

  • Act as the primary point of contact for senior TC stakeholders; provide regular updates on project progress, risks, and achievements
  • Produce Transport Canada project gating documents including Proposal Deck Templates, Project Complexity and Risk Assessment Tools, Project Closeout Deck Templates, and Lessons Learned Logs
  • Develop and maintain comprehensive project documentation: project charters, status reports, change logs, risk registers, KPIs, and meeting minutes
  • Track and report on project financial performance against budget projections; flag variances proactively
  • Lead the project closeout process; conduct post-implementation reviews to evaluate project success and identify areas for improvement

Deliverables Management

  • Deliver monthly status reports, budget reports, and progress dashboards to senior leadership
  • Maintain a Project Management Framework Dashboard and provide monthly/quarterly progress reporting
  • Prepare presentations and briefing notes for TC executives and/or staff
  • Produce final project reports for each workstream summarizing outcomes, lessons learned, and achievement of objectives

Mandatory Qualifications Mandatory QualificationsCandidates must demonstrate experience as a P.5 Project Executive, Level 3, and provide two (2) project examples within the last seven (7) years where they successfully performed ALL of the following:

  • Oversight and coordination of a digital project and IT team, including management of project planning, scope, timelines, deliverables, schedules, and delivery of milestones
  • Development and maintenance of comprehensive project documentation, including project charters, status reports, change logs, risk registers, KPIs, project gating documents, and meeting minutes
  • Project reporting (progress reports, budget reports, expenditure tracking)
  • Project closeout and post-implementation reviews
  • Management of projects using an Agile project approach (Agile SDLC or Design Thinking methodologies)
  • Development of project "gating" documentation including Proposal Decks, Project Complexity and Risk Assessments, Project Closeout Decks, Lessons Learned Logs, scope change approvals, and Project Management Dashboards

For each project example, the résumé must clearly identify: (i) the client organization name, (ii) the dates and duration of engagement (month/year start and end), and (iii) a project title and description of the scope of services demonstrating the tasks above.

MRC2 – Education: Candidates must hold a post-secondary degree, diploma, or certificate in a related field from a recognized Canadian institution (per CICIC). A copy of the credential must be provided.

Language: Fluent English (written and oral); must communicate without assistance and with minimal errors.

Technical Environment: Microsoft DevOps (Boards, Repos, Pipelines), Microsoft 365 (Teams, SharePoint, Planner, Project), Azure cloud environment, Government of Canada project management standards (TBS Policy on Management of Projects, Standard for Project Complexity and Risk, Guide to Project Gating for IT-Enabled Projects).
