This role can be based in Washington, D.C. or Ottawa, depending on the candidate. Reporting to the Director, Public Policy, you will be part of a fast-paced team that builds the policy case for North America's energy future. We work in close partnership with Government Relations and Communications colleagues in Canada, the United States, and Mexico — and we are looking for someone who brings sharp analytical instincts, genuine passion for the issues, strong external networks, and the writing skills to make complex policy arguments land. This is a role for someone who has worked in government, ideally in a legislative or parliamentary setting, understands how policy gets made from the inside, and is ready to bring that experience to bear on some of the most consequential energy policy debates on the continent. What You'll Do Track and analyze public policy developments across North America and assess their implications for TC Energy's business and strategic priorities. Draft policy papers, briefing notes, and executive summaries that translate complex regulatory and legislative developments into clear, actionable insights for senior leaders. Prepare TC Energy executives and communications team members with proof points, talking notes, and supporting materials for panel appearances, media engagements, and government meetings. Represent TC Energy at think tank events, roundtables, and industry forums, voicing the company's positions and building relationships across the policy community. Collaborate closely with Government Relations and Communications colleagues across Canada, the United States, and Mexico to align policy intelligence with advocacy priorities. Monitor legislative and regulatory activity and flag emerging risks and opportunities for the team. Support the development and delivery of PowerPoint presentations and other materials for internal and external audiences. Leverage AI tools and emerging technologies to enhance the team's research, analysis, and output. Minimum Qualifications Bachelor's degree in Public Policy, Political Science, Economics, or a related field. 6+ years of experience in public policy, government, or public affairs, with a background working in government — ideally in a legislative or parliamentary setting — strongly preferred. Deep familiarity with the political and policy landscape of Canada or the United States, with some working knowledge of the other country's system. Preferred Qualifications Experience working on energy, infrastructure, or trade policy files in government or a policy-focused organization. Established networks within the Washington D.C. or Ottawa policy communities. Familiarity with the regulatory and legislative frameworks governing energy in Canada, the United States, and/or Mexico. International outlook with an understanding of how North American energy policy intersects with global trends, including LNG export dynamics, Mexico’s evolving energy framework and the strategic context shaping continental infrastructure as a national security asset. Comfort with PowerPoint and a demonstrated curiosity about how AI tools can enhance policy research and communications work. Demonstrated ability to research, synthesize, and communicate complex policy issues clearly and persuasively, both in writing and verbally. Experience preparing executive-level briefings, policy papers, or advocacy materials. Strong collaborator who can work effectively across teams and time zones. Genuine curiosity about and enthusiasm for the energy sector, and in particular the role of natural gas in North America's energy future.
