Job Description

POSITION SUMMARY

Reporting to the Manager, Professional Development (PS), the Education Coordinator (PS) is responsible to work collaboratively with the Health Quality Simcoe Department of the Health and Emergency Services Division. Responsible for providing educational leadership and training to assist staff in performance of their duties as they relate to the provision of patient-centered care and IPAC requirements. The Education Coordinator will assess learning needs, plan, design, develop, deliver, evaluate and report staff learning and development programs for Paramedics Services. The individual ensures consistent education delivery in consideration of safety, best practices, and Ministry of Health compliance requirements. Participate in research and special projects as required.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  1. Learning and Development Functions:
  • Research, plan, design, develop curriculum, and deliver learning plans, modules, and evaluations, for staff in accordance with applicable guidelines, regulations, policies and procedures and any other applicable legislation.

  • Design, develop, deliver, and evaluate training programs and materials.

  • Develop and design customized training modules, using a variety of learning tools, for new and re-occurring course requirements.

  • Develop and regularly update training manuals and materials to reflect practice, program, and legislative changes.

  • Conduct needs analysis with multiple stakeholders to assess appropriate training products and contracts for service and makes recommendations to Paramedics Services operations.

  • Seek cost-effective expertise within the local community to meet pre-determined training needs.

  • Act as a coach to staff.

  • Coordinate training sessions and set up training rooms and equipment as required.

  1. Evaluation, Reporting, and Research Activities:
  • Research and implement appropriate tools to evaluate the effectiveness of training programs; prepare summary reports on participant feedback; make recommendations or revisions, as required.

  • Complete special projects associated with the department and other training, research, and communications.

  • Audit and observe frontline staff documentation and/or care delivery for compliance with standards, policies, and procedures.

  • Utilize the online learning management system and report on education attendance and completion rates to management.

  1. Liaison, Communication, and Customer Service Activities:
  • Promote effective communication and public relations and work in co-operation with internal and external staff, management, and vendors.

  • Act as division lead for staff onboarding liaising with Paramedics Services operations and human resources as required.

  • Act as a representative of the Employee Experience team, and participate in various internal and external committees, task forces and focus groups.

  • Liaise with all County of Simcoe departments, Ministry of Health (MOH), hospitals, community colleges and other organizations.

  • Provide training programs and presentations to stakeholders to ensure alignment with services and programs across division.

  • Ensure that the services provided meet customer service standards.

  1. Other Duties:
  • Maintain current knowledge of applicable professional practice standards, and adult learning and development principles.

  • Work in compliance with the Occupational Health and Safety Act and the Ambulance Act, and their regulations in performing duties in a safe manner and follows all County of Simcoe Health and Safety policies, procedures and legislation.

  • Maintains the highest standards of professionalism and adheres to the highest standards of practice for areas of responsibility and related issues.

  • Comply with provincial and county occupational health and safety legislation, regulations, policies and procedures.

  • Maintain confidentiality and privacy of information as per The Municipal Freedom of Information Protection and Privacy Act (MFIPPA), The Personal Health Information Protection Act (PHIPA), Personal Information and Electronic Documents Act (PIPEDA) and in accordance with County of Simcoe Policies and Procedures.

  • Other related duties may be assigned, as requested and as required, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Current Certification as an Advanced Care Paramedic.

  • Meet all qualifications set out by the MOH and the Ambulance Act.

  • Criminal Records Check with Vulnerable Sector Screening that is less than six (6) months old at time of hire.

  • Certificate and/or other Infection Control education are considered an asset.

  • Proof of annual CPR certification required.

  • As a condition of employment, candidates are required to submit documented results of TB testing, as per Public Health requirements.

  • Must have own reliable vehicle and valid Class G License.

EXPERIENCE

  • Minimum three (3) years Advanced Care Paramedic frontline experience.

  • Minimum two (2) years teaching experience in health care environment including program design, development and evaluation.

  • Demonstrated ability to develop, deliver & evaluate training programs and services.

  • Excellent problem solving & instructional/presentation skills.

  • Knowledge of the legislation, guidelines and regulations as they relate to the position and responsibilities of the Paramedic Services sector.

  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, accountability, flexibility and adaptability.

  • Knowledge of and demonstrated ability using a variety of learning medium such as electronic presentation format and technologies, integrated multimedia and on-line learning technologies, video conferencing and in-house classroom design.

  • Analytical, research, planning, co-ordination and project management skills with ability to work independently.

  • Ability to deal cooperatively and effectively with all levels of staff, unions/employee/client groups and ability to foster cooperative/collaborative working relationships.

EFFORT

  • Some physical effort required when transporting equipment and setting up training sessions.

  • Mental concentration required when planning, developing, and delivering training sessions.

WORKING CONDITIONS

  • Regular office environment.

  • Requirement to travel within Simcoe County.

  • Requirement to travel to off-site locations in a timely and efficient manner, as required.

  • May be required to respond outside of working hours in emergencies in accordance with the Divisional Emergency Response Plan.

  • Ability to work remotely if required.
