The Black Health Strategy team at the Centre for Addiction and Mental Health is seeking a full-time, contract (12 months) Evaluator to work as part of a provincial team that supports the spread and scale of AMANI: Mental Health & Substance Use Services for Black Youth (www.amaniservices.ca). AMANI is Canada’s first hospital-community partnership dedicated to improving mental health and substance use health care for Black youth. AMANI supports a provincial network of hospital and community-based partners working together to deliver culturally responsive, evidence-based care across Ontario. The Evaluator will support the advancement of organizational transformation and systems changes in policies, programs and services for Black youth and their families across Ontario. This position will report to the Senior Manager, Black Health Strategy, with day-to-day work assignments provided by the project management team, in collaboration with the Senior Consultant, Evaluation Sciences.
The successful candidate will have a proven track record of evaluating health initiatives and/or community development work that centres the dismantling of anti-Black racism, anti-oppressive and anti-racist practice, collective impact, and culturally responsive care. The successful candidate will have a strong background in quantitative, qualitative and mixed methods evaluation, collective impact evaluation tools/frameworks, and a strong ability to measure and evaluate programs and services that demonstrate impact at the individual, family, organization, community and system level. You will possess strong competencies in project management and stakeholder engagement, and have a proven track record of collaboration with diverse Black communities from the onset of relationships through to implementation and evaluation phases. Excellent organizational, planning, and time management skills, and an ability to balance competing priorities to support projects with tight deadlines is required. You will also be committed to respectful, ethical and culturally responsive programming and aware of best practices related to engagement with Ontario’s diverse Black communities. This position is located in Toronto.
Responsibilities will include:
- Building and implementing feasible, efficient, and sustainable evaluation plans for work connected to the implementation of system change initiatives using a variety of evaluation tools (e.g. logic models, theories of change, frameworks, indicator development, data support systems and reporting tools) and approaches (e.g. developmental, formative and summative, collective impact)
- Using and/or developing culturally responsive evaluation approaches, methods, and dissemination strategies for working with Ontario’s diverse Black communities
- Working proactively and collaboratively with the Black Health Alliance and other community partners, CAMH clinical, CAMH education, and the Office of Health Equity at CAMH for the implementation and evaluation of health initiatives that centre Ontario’s diverse Black communities.
- Providing and building capacity to sustain system-level and provider level evaluation activities, supporting the building of evaluation infrastructure with community partners and building their capacity to report on data findings
- Facilitating group-based dialogue and decision-making with diverse stakeholder groups with various levels of evaluation expertise
- Linking evaluation findings with continuous quality improvement mechanisms to inform implementation planning and data-driven decision making to sustain system change
- Preparing evaluation materials and communication products for sharing with diverse audiences (e.g., information letters/emails, consent forms, evaluation tools, reports, dashboards and presentations)
- Developing methods for, and coordinating the collection and management of qualitative and quantitative data (e.g. protocol development, survey development, interview and focus group guides, data storage and quality assurance, coding, analyses, data visualization)
- Providing and building capacity to sustain system-level and provider-level evaluation plans
- Developing and delivering youth and community oriented knowledge mobilization activities (e.g. presentations, reports etc.)
- Participating in special projects and committees
- Other duties as assigned
Job Requirements
- This position requires the incumbent to have lived experience as a member of Ontario’s diverse Black communities
- The successful candidate will possess a Master’s degree in a health sciences discipline, social sciences discipline, or a related field, with a minimum of three (3) years’ related post-graduate work experience
- Experience evaluating health initiatives and/or community development work that centres the dismantling of anti-Black racism, anti-oppressive and anti-racist practices, and culturally responsive care and its collective impact is an asset
- Experience developing, managing and conducting developmental, formative, summative and/or collective impact evaluations in a variety of settings is required.
- Familiarity with quality improvement and implementation science frameworks, with strong skills in developmental evaluation is an asset
- Demonstrated project management skills. Project Management Professional (PMP) certification is an asset
- Familiarity with the Canadian Evaluation Society (or similar) evaluation planning guidelines
- Strong working knowledge of the Engagement, Governance, Access and Protection (EGAP) framework and other relevant data governance frameworks
- Experience with quantitative, qualitative and mixed methods framework designs and approaches to data collection and a demonstrated ability to manage, organize and synthesize large amounts of quantitative, qualitative and mixed methods data
- Experience with participatory, youth-focused and community-focused evaluation techniques and tools that are commonly used to engage youth and communities in evaluation plans from their inception through to data collection and dissemination phases
- A strong orientation towards health equity, community healing, social justice and community empowerment is essential.
- Experience working in an organization providing culturally responsive care for Black communities is an asset
- Fluency in statistical packages (e.g., SPSS, SAS, STATA) and experience with qualitative software (e.g., NVIVO) are assets.
- A capacity for self-directed work and learning, and an ability to work effectively within an interdisciplinary team setting is required
- Ability to work effectively in a wide-range of settings with individuals from diverse backgrounds and program areas within CAMH and across the healthcare system.
- Excellent organization, communication, networking, and presentation skills are necessary.
- An ability to communicate in languages other than English, including Indigenous languages spoken in Ontario and languages and dialects spoken in the African Diaspora is an asset.
- Strong PC software skills including experience with Microsoft Office (Word, Access, PowerPoint, and Excel), Internet Search and an ability to learn new software/programs quickly is required.
