Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

  • Bachelor’s degree is required.
  • Preference will be given to candidates with additional education in a related field, including Indigenous Studies, Law, Management.

EXPERIENCE:

  • A minimum of eight years’ experience working within an office environment with at least three years in a supervisory role and experience working with Indigenous Communities, governments, organizations, or grassroots initiatives is required.
  • A minimum of three years in a supervisory role.
  • Experience in dealing effectively and diplomatically with senior members of an organization and the public, and ability to foster harmonious working relationships with other staff, both academic and support, is required.
  • Preference will be given to candidates with previous experience with access to information and protection of privacy legislation.
  • An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

  • Extensive computer experience on a variety of operating systems and software, including Windows and MS Office applications (Word, Excel, PowerPoint and Access) is required.
  • Communication and interpersonal skills is required.
  • Organizational skills are required.
  • Time-management skills are required.
  • Document management skills are required.
  • Ability to think analytically, anticipate and resolve problems, exercise sound judgment and carry out duties with tact and diplomacy in a confidential environment are required.

  • Ability to draft concise communications, briefing notes, and reports is required.

  • Satisfactory work record, including satisfactory attendance and punctuality, is required.

OTHER JOB RELATED QUALIFICATIONS:

  • Experience or interest in working with a university or other educational institution.
  • Familiarity with The National Centre for Truth and Reconciliation.

Key responsibilities

  • Researching and collaborating on policy, procedure and guidance documents for the NCTR.
  • Research, analysis and development of material for awareness and education training modules or programs related to privacy, access to information and the NCTR Act.
  • Conducting access and privacy consultation and training sessions for partner organizations, Indigenous communities, as well as individuals from affiliated programs.
  • Supporting collaborative work between the NCTR Units.
  • Supervision of the NCTR Access and Privacy unit queues and workflows ensure resources are available, and all access requests and proactive release requests are managed in accordance with standard operating principles.
  • Reviewing response letters and reports for standard requests.
  • Consulting with the Privacy Officer on exceptions to disclosure and redaction of documents on complicated and voluminous requests.
  • The Manager is responsible for the general management of the NCTR Access and Privacy staff. This includes hiring, training, distributing work, evaluating, and (if necessary) discipline.
  • Assign work to the Assistant and Coordinators as required.
  • The Manager is responsible for providing input and advice to the Privacy Officer of the University of Manitoba, as well as the Associate Executive Director regarding strategic planning and the setting of priorities for the Office.
  • The Manager will serve as the primary point of contact for NCTR staff and Unit Leads to discuss all matters related to access and privacy matters emerging related to the NCTR archival collection.
  • Other duties as assigned.
