Responsible to the Director, Flight Dispatch, this position will be responsible for the safety and security within Flight Dispatch operations, ensuring effective operational control and support of Air Canada’s network and operational objectives. In conjunction with Canadian Aviation Regulations, this role leads the development, implementation and continuous improvement of safe and efficient Dispatch processes and procedures, as well as medium to long term operational planning. This position will also be responsible for managing the Flight Dispatch day-of flight operations, and optimizing Flight Dispatch informational and technical platforms, ensuring that safety standards are met. This position will provide leadership to the Technical and Operational Control staff[KU2.1][MH2.2], and collaborate with various stakeholders to ensure operational integrity.

Responsibilities

Manage and oversee Flight Dispatch operations, ensuring safe, efficient, and compliant day-of flight operational control activities. Provide leadership and direction to Flight Dispatch personnel, including performance oversight, optimizing workload distribution, workforce scheduling, and short, medium, and long-term workforce planning to support operational requirements. Oversee operational and administrative support functions and activities that enable the safe, efficient, and compliant delivery of Flight Dispatch operations. Monitor SOP effectiveness as it pertains to day-of flight operations to ensure continual improvement, customer value, efficiency and control over company flights. In association with the Flight Dispatch leadership team, ensure all hazards and deficiencies found through audits or other reports including FDRs and DSRs are risk assessed; those hazards, incidents and findings are appropriately analyzed for root causes, and that remedial steps are developed and implemented and are evaluated for effectiveness. Ensure safe and cost-effective flight planning and Flight Watch in accordance with all applicable Canadian and International government rules and regulations, as well as branch and corporate policies and procedures. Support departmental financial objectives through effective management of staffing costs, overtime, operational expenditures, and resource utilization. Act as the Branch Liaison for operational issues with Flight Operations leadership, Airport Authorities and Air Navigation Service Providers (ANSP). Oversee operational records, data retention, documentation, and information management processes to ensure compliance with regulatory, safety, and corporate requirements. Lead the administration and governance of operational programs, committees (ie. Management-Association Workload and Scheduling (MAWS)), vacation and shift bids, seniority administration, and scheduling processes that support operational effectiveness and cost efficiency. Responsible for preliminary research of potential day-of-operations quiet hour flight operations violation. Presenting those findings to the Director, Flight Dispatch and coordinating and tracking written correspondence with local airport and Transport Canada authorities. Responsible for ensuring integrity of the operation at the Disaster Recovery Site (DR). Act as designate for the Director, Flight Dispatch and peer managers when required, providing leadership continuity and operational support. Perform other related duties and special projects in support of departmental and organizational objectives.

Education

Education: Post-secondary education, university or college diploma preferred. Ability to communicate information clearly, professionally, and credibly to various stakeholders. Proficiency in Microsoft Office applications (eg. MS Word, Excel, Outlook).

Licence(s), attestation(s), certification(s), association(s) required

Is a qualified Flight Dispatcher conforming with the CARs.

Experience/Business Knowledge

5+ years of experience as a qualified Flight Dispatcher with Air Canada.

Knowledge of management analysis and principles, methodology and techniques

Previous operational control/flight dispatch leadership experience or project management roles. In depth knowledge of Canadian Aviation Regulations, associated Commercial Air Services Standards, FARs and JAR-Ops. In depth knowledge of 705 and 725 operations. Must demonstrate significant achievements in specific quality areas and/or issues; proven superior interpersonal skills, writing skills and leadership capabilities. Safety Responsibilities: as per the Air Canada Flight Operations Manual (FOM), the Air Canada Flight Dispatch Standard Operating Procedures Manual (FDM), the Air Canada Flight Dispatch Training Manual (FDTM), the integrated safety management system, SOC/Dispatch work area recovery and evacuation process, and aircraft accidents and incidents (publication 400).

Conditions of Employment

Candidates must be eligible to work in the country of interest at the time any offer of employment is made and are responsible for obtaining any required work permits, visas, or other authorizations necessary for employment. Prior to their start date, candidates will also need to provide proof of their eligibility to work in the country of interest.
