Position Overview
The Manager of Community Service Development provides overall leadership and oversight for Skeetchestn Indian Band’s Community Service Department, including program planning and delivery, funding and negotiations, policy development, staff leadership, budgeting, and reporting. This position ensures Community programs are community-driven, client-centered, culturally grounded, and delivered in alignment with SIB policies and confidentiality requirements.
Key Responsibilities
Program Leadership & Service Delivery
- Lead the development, funding, implementation, delivery, and continuous improvement of Community Service Development programs, including:
o Income Assistance
o Homemaking & Elders support
o Youth programming
o Culture, Sports & Recreation
o Food Sovereignty initiatives
o Patient Travel
o Health-related programs (in coordination with Q’wemtsin Health Society)
o Other community support programs as needed

Facilitate department goals, objectives, and work plans; develop strategies and address barriers to success.

Monitor programs to ensure they meet community needs; recommend and implement improvements in consultation with the Director of Operations.

Promote healthy lifestyles and community wellness through programming and engagement.

Lead communications about programs/services and support strong community involvement in identifying needs and evaluating satisfaction and effectiveness.
Partnerships, Funding & Negotiations
-
Build and maintain effective working relationships with key partners and funders, including Indigenous Services Canada, First Nations Health Authority, and other ministries/agencies.

Negotiate agreements with government agencies and related Community Service Programs.
-
Support funding proposal development and submissions, in consultation with the Director of Operations, and ensure reporting requirements are met.
Policy, Protocols & Community Advocacy
-
Draft and present policies for review and approval by Chief and Council.
-
Assist with developing and improving department protocols and policies.
-
Provide recommendations to Chief and Council on approaches to address and reduce social challenges in the community.
Department Leadership (People Management)
-
Provide day-to-day leadership, coaching, and mentorship to department staff and contractors.

Lead recruitment and selection following SIB policies; ensure effective onboarding and orientation.
-
Ensure staff have the training, tools, and knowledge needed to perform duties safely and effectively.
-
Support staff wellness and self-care.
-
Manage performance and development processes, including performance planning, reviews, training/development, improvement plans, and corrective action when required.

Ensure safe work procedures are followed.
Financial Management & Administration
-
Prepare the annual department budget in collaboration with the Financial Controller and Director of Operations.

Monitor, track, and reconcile expenditures; identify variances and recommend revisions as needed.
-
Approve expenditures within authorized budgets and support responsible financial stewardship.
-
Oversee records management and department information systems.
-
Provide regular and special written/oral reports to the Director of Operations and/or Chief and Council.
Management Team Participation
-
Participate as a collaborative member of the Management Team.

Contribute to a healthy, productive workplace aligned with Skeetchestn goals.

Keep leadership informed of emerging issues affecting Social Services Programs.
-
Maintain current knowledge of Social Service practices, regulations, and requirements.
Other related duties as required.
Qualifications
Education & Experience
-
Degree in Community Services or a related field.
-
Minimum5 yearsof directly related experience delivering Community Service Development programming, including2 yearsat a management/supervisory level.
-
Experience developing and managing multiple Social Development programs.
-
Demonstrated experience in planning, budgeting/financial management, proposal/grant writing, reporting, and policy development.
-
Experience working with relevant regulations, professional practices, and standards.
-
Experience working within an Indigenous community.
-
ValidClass 5 BC Driver’s Licence.
-
SatisfactoryCriminal Record Check (Vulnerable Sector).
Knowledge, Skills & Abilities

Strong understanding of Communnity Service programs and relevant legislation (including theCommunity Services Actand related legislation).

Proven ability to lead and mentor staff and coordinate external service providers.
-
Strong communication and interpersonal skills, including conflict resolution.
-
Strategic and analytical thinking; able to adapt priorities as community needs change.

Strong writing skills (reports, proposals, policy).
-
Cultural safety and sensitivity; knowledge of First Nations health and impacts of historical trauma; respectful, non-judgmental relationship-building.

Understanding of social determinants of health and wellness within Indigenous communities.

Knowledge of early childhood, K–12, and post-secondary education systems.

Strong financial literacy and ability to manage budgets.

Ability to work independently and as part of a collaborative team.

High professionalism and strict confidentiality.

Strong community engagement skills and relationship-building with members, clients, Chief & Council, and coworkers.

Intermediate computer skills (MS Office).

Genuine respect for Skeetchestn Indian Band culture and protocols.
Working Conditions
- Primarily office-based with work in other community settings as needed.
- Occasional evening/weekend work may be required.
- Occasional travel for meetings and training.
