POSITION SUMMARY:
Under the direction of the Manager, Support Services, the Recruitment Officer is responsible for full cycle strategic recruitment, planning and operational management of all recruitment and staffing activities related to casual and permanent Support Services (non-teaching) positions including managing internal staffing movements/transfers, while ensuring timely backfilling of absences and vacancies for an assigned client group(s). As the first point of contact for your assigned client group(s) you will work collaboratively with the Human Resources Services team, Special Education Services and Family of Schools Supervisory Officers and School Principals.
RESPONSIBILITIES:
Leads the full
cycle recruitment activities for an assigned client group(s) including but not
limited to; job vacancies including sourcing strategy development, job posting
design, selection models, interview package creation, candidate screening and
assessments, interviewing, offer management and onboarding while ensuring all
hiring practices are aligned with the collective agreement provisions and
compliant with all regulations.
Monitor and
respond to Support Services staffing needs across the Board, including
short-term and long-term absences for assigned client group(s). Identify any
gaps and anticipate recruitment needs.
Coordinate
internal staffing processes such as transfers, leaves, and reassignments and
manage backfilling of vacancies through internal movement and/or external
hiring.
Supports the
annual allocation process of assigned client group(s) in collaboration with
Manager, Support Services and appropriate hiring department.
Maintain
accurate records of staffing assignments and vacancies.
Acts as the
main point of contact for internal/external job applicants for assigned client
group(s), providing a positive and professional candidate experience with
consultation and follow-up at each phase of the recruitment process.
Provide
recruitment and retention strategies for assigned client groups to improve
recruitment outcomes and provide long term strategies.
Plans,
coordinates and participates in talent attraction, career fairs and outreach
initiatives to develop a talent pipeline to fill current and future vacancies.
Manage queries
from employees including salary and grid placement.
Prepare reports
and data analysis to support decision-making and continuous improvement in
staffing processes.
QUALIFICATIONS:
Post secondary
education in Human Resources Management.
CHRP/CHRL designation is required, or equivalent as determined by the Superintendent,
Human Resources and Employee Relations.
Minimum three
years related experience in human resources services in a unionized
environment.
Experience
working with individuals with special needs is an asset, if applicable.
Full
understanding of full cycle recruitment.
Working
knowledge of appropriate legislation; not limited to Ontario Human Rights Act, Employment
Standards Act, and the Ministry of Education regulations.
School Board
experience is preferred. This experience is inclusive of on-the-job training.
OTHER QUALIFICATIONS/ADDITIONAL EXPERIENCE:
Strong
organizational and interpersonal skills
Strong
Communication skills (written and oral)
Possess the
ability to work independently as well as within a multidisciplinary team
Skilled in
conflict resolution.
Proficient
computer skills; excellent verbal skills.
Advanced
proficiency in Microsoft Office
Advanced
proficiency in Excel
Experience with
Applicant Tracking Systems (ATS)
Expertise in HR
policies and procedures
Strong
knowledge of hiring practices
Ability to
manage multiple priorities and respond to urgent staffing needs effectively
Understanding
of HR best practices and current regulations
Sound judgement
and problem-solving skills
Familiarity
with HRIS systems and staffing tools

**Police Record Check:**This role will require a Satisfactory Criminal Record and Judicial Matters Check dated with six (6) months of hire date and to be provided to Human Resources.
