Finance Manager - Reporting

We are accepting applications for the following Non-Union 1.0FTE temporary Finance Manager - Reporting at the Education Centre (62 Chalk Street N, Seaforth ON, N0K 1W0).

**Hours of Work:**35Hours per week, 12months per year

**Rate of Pay:$91,989 - $107,120as of September 1, 2025,**in accordance with the Terms and Conditions of Employment for for Non-Union, Management, Administrative and Supervisory Employees.

**Reports to:**Senior Finance Manager

**Summary:**Reporting to the Senior Finance Manager, the Finance Manager plays a central role in ensuring the accuracy, integrity, and transparency of the Board's financial reporting. This position supports both internal and external reporting processes, leads financial analysis and budgeting activities, contributes to system improvements and workflow modernization, provides guidance to departments and program leaders, and supports compliance with PSAB and Ministry requirements.

Responsibilities:

  1. External Financial Reporting
  • Prepare annual financial statements in accordance with PSAB and Ministry guidelines.
  • Coordinate the annual external audit and respond to auditor inquiries.
  • Complete additional external financial reports as required.
  1. Budgeting & Forecasting
  • Support the Board's annual budget and revised budget processes, including costing, scenario development, and Ministry submissions.
  • Maintain budget-related general ledger entries.
  • Assist departments with budget preparation, expenditure monitoring, variance analysis, and forecasting.
  1. Internal Reporting & Financial Controls
  • Produce regular internal financial reports and dashboards.
  • Review and monitor transactions for accuracy and compliance.
  • Complete regular general ledger reconciliations.
  • Provide interpretation and guidance on accounting matters and financial procedures.
  1. Leadership & Team Support
  • Work collaboratively as a member of the Financial Services team ensuring departmental and organizational objectives are met.
  • Supervise assigned staff and contribute to a collaborative, service-oriented team environment.
  • Provide training and support to departments on financial processes, systems, and administrative procedures.
  • Draft and implement updates to finance-related Administrative Procedures.
  1. Systems, Process Improvement & Stakeholder Relations
  • Participate in needs analysis for new Ministry or Board initiatives.
  • Assist in the design, selection, and implementation of internal tracking systems and financial tools.
  • Liaise with internal and external auditors, Ministry representatives, and other governing bodies.
  • Support workflow modernization and continuous improvement initiatives.
  1. Other duties as assigned

Qualifications:

  • Professional Accounting Designation (i.e. CPA)
  • University Degree in Accounting, Finance, Business, or equivalent
  • Five (5) years of progressively responsible experience in Finance or Accounting
  • Experience in a school board or broader public-sector environment is an asset
  • Strong knowledge of PSAB, public-sector reporting, and HST requirements
  • Proven ability to communicate complex financial information clearly, both verbally and in writing
  • Strong analytical and problem-solving skills with exceptional attention to detail
  • Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a busy environment
  • High level of professionalism and ability to maintain confidentiality, advanced proficiency with financial systems and Microsoft Office applications (Excel, Word, Power BI, PowerPoint, etc.)
  • Initiative, sound judgment, and a commitment to accuracy and continuous improvement
