Role description:
Arcadis is seeking an Engineering Design Manager to lead the design and delivery of rail and transit infrastructure projects for the Transit Authorities in BC. This role is responsible for managing multidisciplinary design teams, providing technical excellence, and serving as a key client interface. The Engineering Design Manager ensures design deliverables meet client requirements, regulatory standards, and Arcadis’ quality benchmarks while also contributing to business development by leading technical inputs for bids, proposals, and long-term client engagement.
Role accountabilities:
In this role, you will provide design leadership by managing the full design lifecycle for rail and transit infrastructure projects, overseeing all phases from feasibility studies through to detailed design. You will be responsible for coordinating and integrating inputs from various disciplines—including civil, structural, systems, architectural, and environmental teams—to deliver comprehensive and cohesive design solutions. A key aspect of your work will be ensuring that all design outputs are safe, sustainable, and cost-effective, while also meeting project schedules, budgets, and operational and performance objectives.
Client and stakeholder management will be central to your responsibilities. You will serve as the primary point of contact for the client on all design-related matters, building and maintaining strong working relationships with project managers, operations staff, and external stakeholders. Representing Arcadis in meetings, workshops, and presentations, you will ensure a high standard of client service and responsiveness, acting as a trusted advisor and advocate for both the client’s and Arcadis’ interests.
In addition to your design and client management responsibilities, you will play a pivotal role in business development and competitive bids. This includes leading the preparation of technical inputs for Arcadis’ responses to requests for qualifications (RFQs), requests for proposals (RFPs), and other competitive opportunities related to rail and transit infrastructure. You will support the development of proposal strategies, contribute to bid writing and presentations, and help position Arcadis for success with TransLink and other regional clients. Your involvement will also include developing business cases, investment proposals, and innovative design solutions that demonstrate clear value to clients, while maintaining visibility and identifying growth opportunities in the rail and transit sector.
Technical oversight is a fundamental part of this role, as you will provide technical review, quality assurance, and risk management for all design deliverables. You will be expected to ensure that all work complies with relevant codes, standards, and safety regulations, such as TLBCC, CSA, NFPA 130, and Transport Canada requirements. Promoting the use of digital engineering tools—including BIM and digital twins—as well as value engineering practices, you will optimize project outcomes and drive continuous improvement in design processes.
Finally, leadership and people development will be key elements of your position. You will lead and mentor multidisciplinary teams, including junior engineers and project coordinators, fostering a collaborative environment that leverages Arcadis’ global expertise network. Supporting resource planning, staff development, and knowledge sharing, you will help build capacity within the organization and ensure the ongoing professional growth of team members, contributing to the long-term success of both Arcadis and its clients.
Qualifications & Experience:
Education & Experience
- Bachelor’s degree in Civil, Mechanical, Electrical, or Systems Engineering (Master’s preferred)
- Professional Engineer (P.Eng.) designation in BC, or eligibility for registration with Engineers and Geoscientists BC (EGBC)
- 10+ years of experience in engineering design, with significant leadership on rail or transit infrastructure projects
- Experience working with public transit agencies (e.g., TransLink, BCRTC, BC Transit, or similar) is an asset
- Demonstrated experience in business development, proposal preparation, client engagement, and project delivery
Knowledge & Skills
- Strong understanding of transit and rail system design, including stations, track, signaling, communications, and power
- Proven ability to manage complex multidisciplinary teams and consultant interfaces
- Excellent communication and presentation skills with strong client-facing experience
- Strategic mindset combining technical depth with business development acumen

The salary range for this position is $128,000 - $178,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
