The Saskatchewan Apprenticeship and Trade Certification Commission (SATCC) is seeking a Manager of Research and Business Analytics to join the Corporate and Client Services Division. Reporting to the Director of Governance, Research and Client Services, this role plays a pivotal part in shaping SATCC’s strategic direction through leadership in research, business planning, annual reporting, governance support, and privacy compliance.

As a manager, you will:

  • Coordinate board-related activities and contribute to key organizational documents while ensuring compliance with FOIP and HIPA;
  • Lead the development, planning, and execution of an annual research plan, business analytics and performance management reporting in support SATCC’s organizational strategies, policies and programs;
  • Develop, manage and evaluate business improvement projects to increase effectiveness, efficiency and quality in service delivery of SATCC programs and services;
  • Enhance the decision-making capacity of the SATCC Board of Directors, CEO, SATCC senior management team (SMT) and other senior government officials, by providing clear written and verbal analysis/advice regarding key apprenticeship issues and strategic direction;
  • Monitor trends in apprenticeship and skilled trades, advising leadership and leading special projects as needed;
  • Coach and motivate employees to strive to be the best and achieve quality results;
  • Seek opportunities for innovation and continuous improvement, actively involving colleagues, clients and stakeholders; and
  • Provide direct input to formulate commission goals and priorities; develop and implement strategies to achieve those SATCC organizational priorities within the work unit and division.

You will bring:

  • Post-secondary education, ideally in a public policy discipline; equivalent work experience will also be considered.
  • Policy Development and Governance Support:
    • Demonstrated experience drafting policies and supporting governance functions, including board appointments and documentation.
  • Evaluation and Research Support:
    • Experience supporting the design and implementation of evaluation methodologies and research techniques (e.g., surveys, focus groups, document analysis).
  • Privacy and Legislative Compliance:
    • Working knowledge of FOIP and HIPA, with experience handling privacy and freedom of information requests is considered an asset.
  • Strategic and Business Planning:
    • Proven ability to lead business planning processes and contribute to the development of strategic documents and annual reports.
  • Communication and Writing:
    • Strong written and verbal communication skills, with the ability to convey complex ideas clearly to varied audiences.
  • Risk Assessment and Management:
    • Solid understanding of risk management principles and practices, with the ability to identify emerging issues and recommend responsive strategies.
  • Experience building and leading an engaged team.
