The Ministry of Energy and Resources is seeking a highly motivated, results oriented individual, who is an analytical and strategic leader for the position of Manager, Lloydminster Regional Field Office. Reporting to the Director of Field Operations, this position plays a key role within the Ministry to provide effective management, technical expertise, advice, and direction related to the issues and challenges in managing upstream oil and gas activities in the Lloydminster Field Office region of the province. We are looking for a person with a demonstrated commitment to the values of the Ministry of Energy and Resources related to team work, innovation, professionalism, integrity and client focus.
The successful candidate must demonstrate the proven communication and interpersonal skills required to be a team player. These skills are required in order to both lead and collaborate to establish, build, and maintain positive working relationships, to lead change, and to ensure deadlines, goals, and division objectives are met. You will be expected to uphold a reputation for integrity, and a focus on service excellence and innovation in your work as it relates to leading the field activities within the Lloydminster Region Office. The duties/responsibilities of this position include:
- Co-ordinating the uniform delivery, enforcement, management and regulatory oversight of the upstream oil and gas activities related to drilling, completion, production, well and facility construction, pipeline installation, environmental protection, emergency response and public safety;
- Overseeing the well, facility and pipeline inspection and auditing activities within the region which includes managing issues related to operation, compliance, technical challenges, employee safety;
- Leading in the Ministry coordinated regulatory response to upstream oil and gas incidents, which involves the management of industry activity, ministry communication and if necessary, participation in industry led Incident Command Center;
- Managing the response to public and industry complaints, investigating operational failures and direct industry in developing solutions;
- Managing the operation of the Regional field office including planning, organizing, assigning, scheduling, budgeting and work distribution;
- Assisting in the development, maintenance, adoption and improvement of legislation, regulations, directives, standards, policies and programs in regard to the approval of well integrity and facility design;
- Providing technical support and direction for review and approval of applications related to the drilling, completion, production and abandonment of oil and gas activities; and
- Representing the Lloydminster regional area on a variety of intergovernmental or multijurisdictional committees as it relates to oil and gas activity, environmental monitoring or protection and regulatory enhancement.
The successful candidate will have knowledge of: provincial legislation, regulations, directives, and guidelines governing the oil and gas industry; all aspects of drilling, completion, production, operation, abandonment and reclamation practices common to the Upstream oil and gas industry; and roles, responsibilities and collaboration between the Ministry of Energy and Resources, Ministry of Environment, Water Security Agency, as well as other provincial and federal regulatory bodies.
Our successful candidate will have a minimum of 15 years of relevant upstream oil and gas related experience in combination with an applicable engineering or technical degree, or a combination of education and years of experience will be considered.
The successful candidate must have a valid driver’s license, as travel will be required.
