##Job Description
Job Summary
Reporting to the Manager Public Health Analytics and Informatics, the Data Analyst is responsible for providing coordination, registration, training, problem resolution and support to all HBHC and FH users of ISCIS, IRSS, and BORN for the purpose of fulfilling requirements within the HBHC Protocol (2018).
Education
- Post-secondary degree in health-related field
o Public/Community Health
o Health Informatics/Information
o Health Sciences
o including courses related to data collection and statistical analysis
- OR equivalent combination of education, training and experience
- Certified Business Analysis Professional is preferred
- Master’s degree is preferred
Knowledge
- One year experience working with provincial databases, client health record systems and statistical reporting.
- Experience in facilitation, project management and/or continuous quality improvement is preferred
- Knowledge of provincial databases and web-based applications, Excel, computer logic and applications, provincial data elements, entry requirements, and provincial standards.
- Registered with the Canadian College of Health Information Management (CCHIM) is preferred
Responsibilities
Develops and oversees Healthy Babies Healthy Children (HBHC) program data collection, entry, management, and maintenance within ISCIS, IRSS, BORN and other related databases in order to fulfill requirements within the HBHC Protocol (2018).
- Ensures timely, accurate data entry in accordance with departmental policies, professional standards and Ministry protocols and directives.
- Prepares reports for the Ministry as required, which includes: accessing, verifying, and cleaning (as necessary) HBHC program data.
- Writes, revises and communicates policies, procedures and guidelines related to the use of provincial databases
- Assists the program managers and team with performance monitoring and the use of data for continuous quality improvement initiatives, score carding and dash boarding
- Monitors trends and assesses statistical data in order to guide program planning and support families and children in Niagara.
- Facilitates and interprets data analysis to internal and external invested parties.
- Collaborates with Epidemiologists regarding data collection projects which impact departmental initiatives
- Conducts analysis, evaluation and interpretation of data, making recommendations for programming based on data collected in accordance with the Healthy Babies Healthy Children protocol (2018) and the Ontario Public Health Standards.
- Translates data and community reports, providing support to community projects and development initiatives, and making recommendations for program planning, best practices and policy development.
Provides training and support to staff to support quality assurance and ensure ongoing data system integrity.
- Provides training to new staff members and ongoing support to existing staff members on the technical application of the ISCIS database and BORN database, as well as any other tool used to collect Healthy Babies Healthy Children data to support program operations.
- Provides support for new processes and systems implemented in the Healthy Babies Healthy Children program by planning, scheduling and implementing training sessions.
- Provides leadership and support to the Healthy Babies Healthy Children Continuous Quality Improvement (CQI) team and reports CQI Improvement Plan to the Ministry
- Supports data-driven decision making and facilitates root cause analysis in continuous quality improvement projects
Monitors and maintains data collection and access in use of information systems and databases, to ensure system security, and confidentiality
- Designated as local registration authority for provincial databases ISCIS and IRSS – registering new users and managing user access
- Develops quality assurance measures, policies, tools to support and monitor data integrity.
- Provides staff performance and workload reports to managers quarterly to ensure requirements are met
- Conducts access audits monthly to ensure system security and integrity are maintained
- Provide system access and audit access to ensure security levels are appropriate for each system
- Monitors data quality and provides training to support appropriate use of databases
Oversees the dissemination of surveillance and data entry directives to staff.
- Liaises with the provincial data systems Help Desk and provincial contacts
- Communicates data entry requirements, program updates and related process changes to staff
o Establishes and maintains contacts with Ministry , Central West ISCIS/IRSS user group, corporate and community partners and other various invested parties
o Work with epidemiologists and data analysts to identify opportunities for collaboration and data sharing

- An annual influenza vaccine is recommended.
- Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work. Staff carry out their work by demonstrating the corporate values.
