Overview

This supervisory role combines technical, regulatory, and enforcement responsibilities. The position oversees the planning, assignment, supervision, and evaluation of staff engaged in regulating and enforcing the City’s Business Licence, Business Regulation, Vehicle for Hire, Sign, and Commercial Vehicle Licensing bylaws and regulations. Key responsibilities include oversight of licensing programs and databases, coordination of investigations, preparation of reports and recommendations, and liaison with internal departments, other municipalities, external agencies, and provincial authorities. The role also provides leadership on bylaw interpretation, amendments, and enforcement actions.

Examples of key responsibilities include, but are not limited to:

  • Oversee the Business Licence program and database (Amanda), ensuring data integrity, processing renewals, and managing related revenues.
  • Project Lead for technical Amanda upgrades, report functions and troubleshooting
  • Direct the processing of new licence applications and approve qualified licences.
  • Conduct studies, licensing metrics analysis, and financial reviews; prepare reports and recommendations for the Director, Committees, and City Council.
  • Identify and review bylaw infractions; recommend and direct corrective or enforcement actions.
  • Provide direction on investigations, including evidence gathering and prosecution support.
  • Coordinate activities and investigations across City departments and with external agencies such as the RCMP, Legal Counsel, and Provincial Ministries.
  • Interpret bylaws to support licence approvals and prepare bylaw amendments and correspondence.
  • Participate in departmental and committee meetings as required.
  • Process Seasonal Patios and Public Space Patios.
  • Process Modified Temporary Commercial Use Permits (TCUP) for Seasonal Patios and Mobile Food Vendors for parking space use.
  • Process Liquor Applications for public consultation and Council Resolution
  • Lead the department team in day to day activities

Knowledge, Skills & Abilities:

  • Strong knowledge of City bylaws, regulations, procedures, and policies relevant to the work.
  • Understanding of the roles of other departments as they relate to business licensing and enforcement.
  • Proven ability to supervise, coach, mentor, and coordinate staff.
  • Demonstrated skills in conflict resolution, de-escalation, and investigation.
  • Strong analytical, evaluative, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple projects, meet deadlines, and maintain professionalism under pressure.
  • Strong interpersonal skills with the ability to build and maintain positive relationships.
  • Strategic thinker with the ability to formulate action plans and follow through.
  • Proficiency with REDMS or similar records management systems.
  • Ability to work independently and collaboratively within a team.
  • Must be able to successfully pass a Police Information Check.

Qualifications and Experience:

  • Completion of a two-year diploma in Business Management or Public Administration, supplemented by coursework in bylaw enforcement, conflict resolution, and investigative skills (e.g., Justice Institute of BC).
  • Minimum 2-5 years of progressive experience in bylaw enforcement, licensing, regulatory compliance, or municipal inspection work.
  • Supervisory experience, including responsibility for staff scheduling, performance reviews, and coaching.
  • An equivalent combination of training, education, and experience may be considered.
  • Experience interpreting and applying municipal bylaws, provincial legislation, and regulatory frameworks is an asset.
  • Experience working in a unionized environment with knowledge of collective agreements is an asset.
  • Proficiency in a second language is an asset.
  • Valid Class 5 BC Driver’s Licence.

Working Conditions:

Work is performed both in an office environment and with some field. Mental concentration and visual effort is required on a regular basis. Exposure to disagreeable or poor weather conditions, unpleasant situations involving angry or frustrated customers/business operators may be experienced in this position. Incumbent will at time need to conduct site visits.
