What will you be doing!
- Portfolio Oversight & Performance Management
- Providing oversight of the full General Services (GS) project portfolio (~75 projects) by monitoring scope, schedule, cost, and performance using Earned Value Management System (EVMS), financial systems, and project controls tools to ensure alignment with annual targets.
- Identifying performance issues, challenges, under-performance, and working directly with project owners and managers to develop mitigation plans and corrective actions.
- Ensuring project performance reporting is accurate, timely, and aligned to enterprise standards to support senior leadership decision-making.
- Leading regular reviews of project status, health indicators, risks, and forecasts to support proactive management of the GS portfolio.
- Planning, Budgeting & Fiscal Year Alignment
- Supporting the development of GS fiscal-year budget targets, including validation of cost profiles, funding requirements, and multi-year planning assumptions.
- Coordinating the preparation of GS content for Annual Program of Work and Budget (APWB), 5-year, and 10-year plans, ensuring inputs are logically structured, evidence-based, and consistent with corporate planning guidance.
- Monitoring in-year financial performance, identifying variances, and collaborating with Finance and Project Controls to recommend adjustments, reforecasts, and expenditure strategies.
- Ensuring that GS project budgets and schedules adhere to established CNL processes, including change control, risk management, and estimating standards.
- Strategic Initiatives & Efficiency Improvements
- Conducting analysis and research (internal and external) to support broad strategic initiatives that reduce costs, improve efficiency, and enhance planning and performance across GS and missions.
- Developing tools, frameworks, and processes to strengthen project controls maturity and consistency across the GS portfolio.
- Leading or supporting enterprise-wide initiatives requiring collaboration across multiple missions, ensuring GS's needs and perspectives are represented.
- Providing briefing materials, presentations, dashboards, and insights that support high-visibility oversight and client meetings with AECL and senior leadership.
- Management of staff
- Leading all core HR functions for the department, including recruitment, onboarding, performance management, and staff development.
- Establishing clear goals, supporting employee engagement, and ensuring consistent application of policies to maintain a positive, high-performing work environment.
- Assessing organizational skill levels and coordinating training as needed to address weaknesses Other duties as assigned by your manager.
What we are looking for:
-Education
- 4-year university degree in Engineering, Science, Business or related field or significant relevant experience.
- Project Management Professional certification (PMP) is preferred.
- Master of Business Administration (MBA) designation is considered an asset. -Experience
- 8–10+ years in project management, project controls, business planning, or financial analysis, with leadership experience.
- 3–5 years of leadership and/or supervisory experience.
- Experience managing/leading field work is considered an asset.
- Demonstrated experience leading strategic projects or initiatives involving people, process and implementation applying project controls principles, theories, and concepts such as project scoping, risk management, estimating, budgeting, and scheduling.
- Experience working in multi-disciplinary and multi-phase long-term projects/programs; working knowledge of the computer-based applications used for project management purposes (i.e., spreadsheets, databases and specialized scheduling software).
- Experience in, or willingness to be trained in, the use of CNL business systems: PMCompass, PCRS, P6, ORACLE, ATOM. -Knowledge, Skills & Abilities
- Knowledge and deep understanding of project/program management methodologies (WBS, top down/bottom up methods, planning & monitoring, change management, scope management, cost control), practices and other project management related fields.
- Knowledge of Project Management processes, including but not limited to Strategic Planning, Project Controls, Earned Value Management System, and Performance Management.
- Strong change agent that has ability to lead larger project teams while demonstrating their knowledge and ability in project management principles and practices.
- Demonstrated people and team-orientation skills with a strong ability to establish high level of confidence, credibility and cooperation with program and project stakeholders.
- Ability to manage stakeholders at various levels in the organization.
- Demonstrated organizational and planning skills, establish priorities, define action plans, set and meet deadlines and monitor performance.
- Good analytical, written, oral, and presentation skills with a proven track record of effectively communicating clear actionable insights to a wide variety of audiences and stakeholders.
- High level of proficiency in the use of Microsoft Office (Word, Excel, PowerPoint).
- Knowledge of office management systems and procedures. -Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has**a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.**CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:
- Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.
