Job Overview
The Manager, Proposals is responsible for leading and managing the proposal function, including people leadership, workload management, and proposal delivery. This role ensures consistent, high-quality submissions aligned with firm standards while supporting business development objectives. Approximately 35% of this role is spent directly supporting proposal pursuits, with the balance focused on team leadership, coordination, and continuous improvement.
Responsibilities and Duties
Provide people leadership to the proposal team, including coaching, performance management, and professional development.
Assign proposal opportunities and manage team capacity, priorities, and workloads.
Lead and oversee the proposal process, including opportunity intake, go/no-go coordination, scheduling, and delivery.
Participate directly in proposal pursuits as required, spending approximately 35% of time on proposal development, strategy, and review.
Conduct primary redline reviews to ensure quality, compliance, and alignment with firm standards.
Maintain proposal templates, libraries, and related tools in collaboration with systems leadership.
Manage and support the Bid Search Coordinator and opportunity intake process.
Track proposal outcomes and contribute to win/loss analysis and continuous improvement initiatives.
Collaborate with marketing, business development, and technical leadership to support strategic pursuits.
Represent the proposal function in leadership meetings as required.
Qualifications
Demonstrated experience leading proposal teams within a professional services environment.
Strong people leadership, coaching, and performance management skills.
Excellent organizational, communication, and decision-making abilities.
Proven ability to balance leadership responsibilities with hands-on proposal involvement.
