About the role

Are you passionate about leveraging data and technology to support front-line emergency services? Edmonton Fire Rescue Services (EFRS) is seeking a dedicated Public Safety Business and Data Analyst to play a vital role in our organization. This is a unique opportunity to act as the primary system owner for our essential Records Management System (RMS), which captures critical data from emergency calls. As the Public Safety Business and Data Analyst - RMS, you will hold primary ownership of the EFRS Records Management System (currently Target911), a critical tool for our operations. Your responsibilities will span the full lifecycle of system management, including user access, training, process improvements, and vendor liaison. You will harness data from the RMS, Computer Aided Dispatch (CAD), and other sources to create impactful reports, dashboards, and queries for our Analytics and Quality Improvement Team. This position directly supports the EFRS Fire Rescue Master Plan and Strategic Plan by identifying efficiencies, ensuring provincial compliance, and performing data quality assurance to enhance our service delivery.

What will you do?

  • Serve as the system owner and primary administrator for the EFRS Records Management System, managing front-end and back-end functionalities, user access, and vendor communications
  • Champion data governance principles and best practices within the branch, ensuring the accuracy, integrity, and effective use of EFRS data
  • Provide key data from the Target911 system, creating impactful reports and dashboards from needs-gathering to implementation
  • Lead or participate in multi-disciplinary projects related to RMS enhancements or replacements, ensuring project objectives are delivered on time, within quality standards, and on budget
  • Develop and monitor data quality assurance processes, investigate and resolve data issues, and create comprehensive system documentation like data dictionaries and metadata guides
  • Oversee and conduct training for RMS users, such as fire captains and crews, and provide ongoing technical support to ensure effective system use
  • Identify opportunities to improve RMS workflows and efficiency using customization tools to develop forms, reports, and processes that align with operational needs
  • Lead complex data analysis, statistical modeling, and trend identification to generate actionable insights that inform strategic and operational decisions related to performance and resource deployment
  • Provide technical and operational support for EFRS records and reporting systems, investigating and resolving complex data quality issues and system anomalies in collaboration with users, the Open City and Technology (OCT) branch, and vendors
  • Translate complex technical information and analytical findings into clear, understandable terms for a variety of audiences, including senior management and non-technical operational staff
  • Other duties as assigned

Qualifications:

  • A degree in Business Administration, Sciences, or a related field
  • A minimum of four (4) years of progressively responsible experience in data analysis, business intelligence, or a related analytical role. This experience must include demonstrated administration and management of a public safety Records Management System (RMS) from both a front-end and back-end perspective

Assets:

  • Experience with the BeeOn/Target911 application
  • Certifications in data visualization tools (e.g., Tableau, Power BI), Geographic Information Systems (e.g., ESRI), or Project Management (e.g., CAPM, PMP) are considered assets.
  • Business Analysis certifications (e.g., CBAP) are also considered an asset

Skills required for success:

  • Strategic and innovative mindset with the ability to identify opportunities for improvement and apply creative problem-solving to unique analytical challenges
  • Knowledge of the public safety software landscape, including various Records Management Systems and system implementation protocols
  • Excellent research, data analysis, and communication skills (both written and verbal)
  • Strong analysis skills, including experience with Business Intelligence tools, RMS, GIS, SQL, MS Excel, and Google Suite
  • Proven project management, coordination, and process improvement abilities, with a focus on delivering high-quality results
  • Strong training and facilitation skills to develop and deliver effective programs to diverse users
  • The ability to manage multiple priorities and work independently to make sound decisions on sensitive issues

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range:

  • $50.108 - $63.318 (Hourly); $88,277.770 - $111,550.490 (Annually) - 33.75 hours
  • $47.353-$59.833 (Hourly); $98,873.060-$124,931.300 (Annually) - 40 hours

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
