Sr Procurement Project Specialist

Are you an experienced procurement professional with expertise in strategic sourcing, contract negotiations, and large-scale infrastructure projects? We are seeking a Senior Procurement Project Specialist to serve as the Single Point of Contact (SPOC) for all sourcing and procurement activities supporting Canada's Public-Private Partnership (PPP/P3) infrastructure portfolio. This role provides end-to-end procurement leadership across complex healthcare, government, and long-term infrastructure projects, ensuring alignment with commercial objectives, contractual obligations, risk frameworks, and lifecycle value strategies. The ideal candidate combines strong procurement expertise, commercial acumen, supplier management capabilities, and the ability to operate independently while managing multiple stakeholders in highly regulated project environments.
Key Responsibilities
Procurement Leadership & Single Point of Contact (SPOC) Serve as the primary procurement lead for all sourcing and purchasing activities across the P3 Canada business. Act as the trusted procurement advisor to project teams and leadership. Provide proactive guidance and decision-making support throughout project lifecycles. Operate independently with minimal supervision while managing competing priorities. Ensure consistent procurement governance across multiple programs and stakeholders.
Project Procurement & Lifecycle Management
Lead the full procurement lifecycle, including: Procurement Planning Supplier Identification Request for Proposal (RFP) Management Supplier Evaluation Contract Negotiation Purchase Order Management Contract Administration Ensure sourcing activities align with: PPP/P3 Contractual Requirements Project Budgets Schedule Commitments Service-Level Obligations Support procurement activities during: Design & Construction Commissioning Long-Term Operations & Maintenance Strategic Sourcing & Value Optimization Develop sourcing strategies that support long-term infrastructure and service agreements.
Drive procurement initiatives that improve
Cost Efficiency Lifecycle Value Productivity Working Capital Supplier Performance Identify opportunities for strategic savings and procurement optimization. Support Annual Operating Plan (AOP) objectives and business growth initiatives.
Supplier Relationship & Contract Management
Lead supplier selection, negotiations, and contract execution. Secure favorable commercial terms while protecting project interests.
Build and maintain relationships with
Suppliers Contractors Service Providers Strategic Partners Manage supplier performance against: Quality Standards Delivery Schedules Safety Requirements Compliance Expectations Service Commitments Resolve supplier-related issues and commercial disputes where necessary.
Commercial & Financial Management
Manage procurement budgets and cost-control activities. Perform financial evaluations and lifecycle cost analysis. Support forecasting and expenditure tracking initiatives. Analyze pricing, supplier proposals, and commercial risks. Deliver transparency and accountability in procurement spending.
Risk Management & Compliance
Identify and mitigate procurement-related risks including: Supply Chain Disruptions Supplier Performance Risks Contractual Exposure Regulatory Compliance Risks Commercial Risks Ensure procurement activities comply with: Canadian Procurement Regulations Public Sector Procurement Standards Corporate Compliance Requirements Sustainability Policies Ethical Sourcing Practices Support governance, audit, and compliance reviews.
Stakeholder Management
Collaborate closely with: Project Management Teams Engineering Operations Finance Legal Site Leadership Support alignment between procurement decisions and project objectives.
Interface with
Government Agencies Public-Sector Stakeholders Healthcare Authorities Consortium Partners External Suppliers Facilitate communication and decision-making across complex stakeholder groups.
Systems, Reporting & Data Management
Utilize SAP and procurement systems to manage: Supplier Records Sourcing Activities Purchasing Transactions Contracts Procurement Reporting Maintain accurate procurement documentation and records.
Track procurement KPIs including
Cost Savings Supplier Performance Schedule Compliance Quality Metrics Risk Indicators Provide management reporting and business insights.
Qualifications
Education Bachelor's Degree in: Supply Chain Management Procurement Business Administration Engineering Finance Related Discipline
Required Experience
5+ years of experience in: Project Procurement Strategic Sourcing Infrastructure Procurement Public Sector Procurement PPP/P3 Project Environments Experience serving as the primary procurement contact for large projects or programs. Experience supporting healthcare, government, construction, facilities, or infrastructure projects. Proven success managing procurement activities within complex organizations.
