Job Description:

Accountabilities:

Programs

  • In collaboration with the Corps Officer, research, plan, develop, prepare and deliver creative and innovative programming designed to address community needs.
  • All new programming is to be relationally focused, support transformational change, and support the social, emotion, and spiritual needs of participants. i.e., may include, Red Cap, Anger Management, ESL (Love New Canadians), Alpha, Life Skills classes, etc.
  • Create a safe space for clients and their families where they can explore their practical, social, emotional and spiritual needs.
  • Through conversation and prayer, shares the hope and love of Jesus in a manner that supports and respects the faith journey of our clients and their families.
  • Ensure a spiritual dynamic, and focus, in all programming, including facilitated access for clients to pastoral services and other church-based programs.

Operations

  • Establish and promote a positive working environment across all programs, ensuring all individuals (volunteers, staff, and participants) are treated with dignity, courtesy, and respect.
  • Provides operational leadership for all aspects of CFS programs, in alignment with the mission and values of The Salvation Army, and in ongoing consultation with the Corps Officer or Designate. The Director exercises initiative in day-to-day decision-making while ensuring that major strategic, financial, or staffing changes are reviewed with and approved by the Corps Officer.
  • Maintain, promote, and improve the profile of The Salvation Army in the Community while facilitating and encouraging the same goal among staff and volunteers.
  • Ensure that established policies, protocols, guidelines, and processes are carried out consistently and professionally by all CFS staff and volunteers
  • Ensure that relevant information is made available to staff/clients/volunteers regarding community resources and that it is up-to-date and accurate
  • Leading team efforts in problem solving complex cases, acting as a liaison between program coordinators and the CO, DHQ or other bodies, as necessary.
  • Ensure effective monitoring of all program inventory is in place and being carried out and that coordinators maintain accurate records, meeting or exceeding prescribed safe handling techniques.
  • Plan and direct implementation of program services relevant to the needs of those experiencing varying degrees of crisis including but not limited to poverty, addiction, mental health issues, with the objective to reduce risk, build resiliency, increase awareness and alleviate or reduce stressors.
  • Oversee the promotion and fundraising of efforts related to the Christmas assistance program (kettle campaign).
  • Ensure that ministry objectives are consistently accomplished and that program initiatives and day-to-day operations maintain a spiritual goal and support the mission and core values of The Salvation Army

Administration

  • Prepare and submit grant applications in consultation with the local Corps Officer and DHQ, ensuring alignment with Corps mission, capacity, and strategic direction.
  • Prepare and distribute financial, statistical, and operational reports as required by DHQ, granting bodies, outside agencies, donors and/or government bodies.
  • Ensure that all MOU’s and agreements are properly administered and have been approved through proper SA channels.
  • In communication with DHQ and the local CO, ensure that CFS programs meet contractual, legal, and internal requirements.
  • Develop, prepare, manage, and oversee annual fundraising appeal(s), writing and preparing the annual Christmas appeal letter as well as organizing its distribution, ensuring review and approval by the Corps Officer and DHQ and compliance with other funding agreements.
  • Prepare follow-up, and report documents for program and funding
  • Ensure annual appreciation opportunities and events are coordinated for sponsors and volunteers.
  • Provide oversight and facilitate Annual Christmas assistance.
  • Assist with programming where needed. (i.e., NPSFKF, Christmas)
  • Complete an annual review of programs

Community/Funder Engagement

  • Actively participate in community committees, programs, and organizations to further connect and develop the work of The Salvation Army in St. Catharine’s and Welland.

  • Responsible for media and public relations related to Community & Family Services as approved by the Corps Officer or Designate.

  • Ensure accurate, engaging, and timely communication regarding local programming is provided to funders and other social service providers, media, and public.

  • Maintain a strong professional relationship with the Ontario Association of Food Banks and Feed ON, providing oversight and ensuring continued adherence to membership standards and requirements

  • Market and promote CFS programming with current/potential funding sources, identifying opportunities that may be beneficial to local work

  • Consistently engage with other organizations, agencies, professionals, donors, and community members, encouraging connection with SACFS programs, their development, and their continuance.

  • Work to develop positive partnerships and collaborations across all internal programs as well as with outside parties of common purpose.

  • Promote consistent communication with and links to the local SA church. This includes fostering volunteer opportunities for church members and referring clients for pastoral care, opportunities for worship and discipleship.

  • Network with local community groups, agencies, and partners to identify local needs and resources; maintain an awareness of trends to continue the delivery of effective programs.

  • Act as a liaison with DHQ for local programming and development subject to clearance through the current CO.

  • Promote the work of TSACFS locally by connecting with local donors, volunteers and supporting groups via regular communication such as social media and a monthly newsletter.

  • Work towards developing new donor relationships to support ongoing program needs.

  • Provide community/funder and organizational presentations about what TSACFS St. Catharine’s is about and what we do locally.

Growth & Service Development

  • Develop and enact a collaborative EDS response plan, engaging local municipal government and TSA Ontario in preparation for potential local emergency or disaster.
  • Network with The Salvation Army, local government, community, and social service providers to coordinate resources for the benefit of clients and program.
  • Utilize local partnerships and networks in strategically developing new initiatives and possibilities based on local trends and needs.
  • Research, create proposals and develop documents for potential programming.
  • Work to review, revise and develop relevant policies and procedures within the context of Community and Family Services local work and programs.

Business (finance/statistics/data management)

  • Provide intentional input based on annual records for the CFS St. Catharine’s and Welland operating budget.

  • Ensure client data is effectively tracked and recorded by each CFS St. Catharine’s and Welland department.

  • Ensure the maintenance of accurate records of programs, connections, and partner agencies.

  • Facilitate combined statistical reports across all local CFS programs on a monthly and annual basis.

  • Ensure that all group insurance premiums are paid promptly and accurately, audit and reconcile billing monthly.

  • Compile and maintain accurate data related to funding.

  • Ensure compliance with active MOU’s and program agreements.

Human Relations

  • Responsible for the direct supervision of Community & Family Services coordinators and oversight of their supervision of staff and volunteers.

  • Oversee the orientation, training, and evaluation by Coordinators.

  • Ensure staff and volunteers maintain mandatory training or certification; identify any training needs and work to implement opportunities for staff and volunteer development.

  • Encourage ongoing training for staff and volunteers

  • Develop strategies for volunteer care and development

  • Conduct annual PEAC reviews for CFS staff

  • Review volunteer schedules and staff plans on a regular basis.

  • Develop position descriptions for CFS employees and volunteers subject to approval by HR.

  • Direct the process of interviewing, and hiring of CFS staff and volunteers as approved by the local CO.

  • Direct and support staff within their role, ensuring they work as a team to achieve the purpose of the program, CFS St. Catharine’s/Welland and The Salvation Army.

  • Support coordinators in providing direction and support to staff and/or volunteers.

  • Conduct regular staff meetings, check-ins, and coordinate task division for special projects and annual events.

  • Communicate regularly with staff making suggestions for the improvement of efficiencies, ensuring appropriate health and safety conditions and a positive environment for all involved.

  • Responsible to maintain a level of competency and understanding Sections 25 and 26 of the OHSA.

  • Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.

  • Ensure that the equipment, materials, and protective devices as prescribed (OHSA) are provided and maintained in good condition.

  • Conduct information sessions and/or training regarding workplace health and safety with staff, and volunteers and ensure that staff and volunteers attend any organization-wide health and safety training.

  • Ensure all program facility space is cleaned regularly according to acceptable health standards and that physical property is maintained, arranging for repairs, as necessary.

  • Develop, implement, monitor, evaluate and report on risk management activities specific to each program area.

  • Responsible for abiding by The Salvation Army’s Health & Safety Policies and Procedures and work in compliance with the Ontario Health & Safety Act and Regulations, use personal prescribed safety equipment and clothing as directed by the employer, report workplace hazards, dangers, injuries or illness, work in a manner as required by the employer, and report workplace injuries or illness.

Organizational:

  • Develop an understanding of the Mission of The Salvation Army in Canada and its implications as related to the local work of CFS St. Catharine’s/Welland.
  • Recognizes that the Director’s role is part of a larger ministry unit and works collaboratively with the Corps Officer to ensure CFS initiatives are fully integrated with the vision, goals, and mission of the Corps. Seeks approval from the Corps Officer on major operational, financial, or public-facing decisions.
  • Maintain confidentiality as required.
  • Lead and participate as an active and responsible management team leader.
  • Lead by example, demonstrating a positive attitude, strong work ethic and willingness to learn and be flexible in the face of change.
  • Treat Salvation Army property with due care and caution.
  • Participate in ongoing professional development and training.

CRITICAL RELATIONSHIP MANAGEMENT:

MANAGERIAL/Technical Leadership RESPONSIBILITY:

  • This position reports directly to the Corps Officer or Designate.
  • The incumbent is responsible for providing direct supervision for 4 staff members, indirect for 1 staff member.
  • The incumbent is responsible for representing The Salvation Army to the external relationships noted above.

FINANCIAL AND MATERIALS MANAGEMENT:

  • Handles grocery store cards with a combined total limit of $8,500.00
  • Assist in the preparation of annual CFS budgets and monitor/manage costs accordingly.
  • Oversee the care and maintenance of CFS sites and related equipment.

WORKING CONDITIONS:

  • This is a permanent full-time position based on 40 hours per week.

  • The working environment is typically in multiple work locations. This will include working at the church location, as well as an “off-site” program location.

  • Travel is associated with this position {5 %); required to use a Salvation Army program vehicle when available.

Normal Hours of Work: 9:00 am to 5:00 pm Monday to Friday ½ hour paid meal break.

education, experience, Qualifications, certifications, skills:

Education, Qualifications and Certifications:

  • Completed an undergraduate university degree in a related social services field.
  • Alternative combinations of education and experience may be considered.

Experience and Knowledge Requirements:

  • Minimum of five (5) years prior related experience, including experience in specialized social service programs, supervision/management and working with marginalized clientele.
  • Experience working in the non-profit sector.
  • Valid Ontario Class “G” Driver's License, current copy of driver’s abstract that is satisfactory to The Salvation army, in its sole discretion, is required.

Skills and Capabilities:

  • Attention to detail, problem solving and analytical skills.
  • Ability to obtain safe food handling, first aid, and CPR certificate.
  • CPI training would be an asset.
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
  • Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check screening.
  • Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.

Compensation:

The target hiring range for this position is $62,673.90 to $78,342.38 with a maximum of $94,010.85.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
