This position supports the effective financial management of the Department Housing, Land & Communities. The purpose of this position is to provide advice and assistance to management and departmental staff as it relates to financial and administrative functions of the department and demands close coordination and effective communication with numerous staff of the two departments. The work associated with this position is at a corporate level, independent in nature and critical to the successful day to day operation of the departments.
Duties will include but are not limited to:
- Ensure that staff of the departments process payments in accordance with the Financial Administration Act, Procurement of Goods Act and Treasury Board Policy and Procedures;
- Audit and approve accounts payable transactions in accordance with legislation, policies, procedures and guidelines; directing financial data entry staff on required corrective measures; ensuring corrections are verified prior to the final release of payments;
- Respond to inquiries from suppliers, departmental staff and other departments concerning the status of accounts/payments;
- Coordinate accounts receivable including receiving requests for the creation of internal and external invoices from divisions; invoice for federal / provincial claims, salary recoveries and secondments;
- Audit and approve accounts receivable (deposits);
- Monitor customer accounts / AR invoices and initiate appropriate follow-up steps on overdue accounts and carryout year-end reconciliation processes;
- Prepare accurate and complete HST remittances
- Provide training for staff on the accounts payable, accounts receivable and I-expense modules, and reporting features of the Oracle Financial Information System;
- Generate reports from the Financial Information System for management and staff as required;
- Assisting in the compilation of financial data to respond to inquiries / requests from the Office of the Comptroller, Auditor General, Legislative Assembly, Treasury Board Office.
- Administer departmental procurement cards, financial signing authority and access to the Oracle Financial Information System;
- Monitor the assignment and use of the department’s fleet of vehicles as per Treasury Board Policy and Procedures; and
- Performing other duties as required.
Minimum Qualifications:
- Diploma in Business Administration or a related area of study, with considerable experience in accounting or financial processes OR a Degree in Business or related area of study.
- Demonstrated equivalencies will be considered.
- Experience using government financial information systems or comparable financial information systems.
- High degree of attention to detail and accuracy.
- Ability to work with and interpret large datasets
- Excellent computer skills (Microsoft Word and Excel).
- Excellent analytical, critical thinking, decision-making and problem-solving skills.
- Excellent interpersonal, written and oral communication.
- Excellent organization skills and ability to work independently and effectively manage time as well as ability to work effectively in a team environment.
- Ability to interpret policy and legislation and suggest appropriate means of action, as well as advising departmental staff on compliance (i.e. Financial Administration Act, Procurement of Goods Act, Treasury Board Policy and Procedures).
- Applicants must have a good previous work and attendance record.
- The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
Other Qualifications:
- Experience and proficiency of the Oracle Financial System and other accounting software, specifically the accounts payable, receivable and purchase modules would be an asset.
