Position Summary
Reporting to the City Solicitor, the Risk Manager is responsible for providing the City of Regina (Corporation) with risk management services which include identifying, evaluating and developing mitigation strategies relative to risks that may impair the Corporation’s ongoing business. Specifically reducing the exposure of the corporation through appropriate mitigating actions, evaluating insurance needs, and acquiring sufficient insurance to protect the corporation against potential losses, and recommending pro-active policies and procedures to reduce the Corporation's exposure to risks and losses. The Risk Manager is also responsible for all claims for and against the Corporation pursuing recovery for damaged property; maintaining updated appraisal information of all insurable assets; and, carrying out and supervising risk management inspections of all municipally owned properties. The Risk Manager has authority to negotiate and settle all claims that fall within the deductible amount maintained by the Corporation. The above applies to the City of Regina, the Regina Exhibition Association Limited, Canadian Western Agribition, Regina Board of Police Commissioners and Buffalo Pound Water Treatment Corporation.Key Duties & Responsibilities
The mandate of the Risk Manager is to identify, assess and determine actions which improve the risk profile of the Corporation and help protect the financial and other interests of the City. This mandate is met through three separate but related activities. The Risk Manager provides direct supervision, mentoring, training and coaching of the Risk Management Branch. Liaise with other divisions on insurance and risk administration matters. Oversee processing of all claims, Notices and Statement of Claims while maintaining confidentiality. Manages the corporation’s insurance portfolio. Determines all City insurance needs for all assets, owned, leased and in control of the City of Regina and other insured entities. Review, identify and implement new insurance coverages for internal branches to minimize risk. Ensure the Corporation employs Risk Management best practices in delivering risk management services, including planning, directing, coordinating and review all aspects of risk management services. Oversee surveys and inspections of various City properties, completed by insurers as well as third party vendors to identify and classify risks, provide the written reports to client groups to ensure recommendations as identified are acknowledged. Analyzes risks and potential liabilities. Meet with and develop relations with operations groups to promote Risk Management in all areas of the Corporation in order to promote a risk aware culture. This includes ongoing education and development of incident/claim reporting procedures and delivering presentations regarding risk management and insurance practices. Performs other related duties as required or assigned by the City Solicitor.
Key Qualifications
University degree in a related field and/or extensive related experience. A Chartered Insurance Professional (CIP) Designation from the Insurance Institute of Canada and/or CRM (Canadian Risk Management) designation. Six (6) years as a general insurance/claims’ adjuster preferably with experience in municipal claims and insurance work. Extensive knowledge of Risk Management principles and practices as they apply to municipal risk management programs. Extensive knowledge of insurance principles, practices, coverages, and rate-making procedures. Familiarity with SaskAuto Regulations, all lines of commercial insurance as well as management of claims Knowledge of proper investigative and interviewing techniques, rules of evidence court processes. Ability to exercise sound judgement with a view to enforcing regulations with firmness, assertiveness, impartiality and using principals of ethical conduct. Extensive knowledge of the principles, practices and techniques involved in the processing of insurance claims, including knowledge of general negligence law, applicable Saskatchewan statute law and general administrative procedures. Considerable knowledge of value, depreciation, repair and replacement costs of insurable items. Ability to negotiate successfully with parties involved in order to arrive at settlements mutually satisfactory to all concerned. Ability to communicate effectively both orally and in writing in a precise, accurate and prudent manner, often dealing with sensitive matters. Ability to establish and maintain relations with City officials, civic staff, insurance brokers, contractors, claimants and the general public.
Working/Other Conditions
Position requires to be on call in emergency situations. This role requires extended periods of intense concentration and often during stressful or conflict filled conditions. Must possess a valid driver’s license. The majority of the work is performed indoors in generally good conditions; however, work is often outside the office; including extensively damaged properties, including fire losses and sewer backups, inspecting properties, court rooms and attending claims in unfavourable environments or with aggravated claimants.

Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. Proof of education is required. Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
