Position Purpose

Responsible for the planning, scheduling, supervision, and regulatory compliance of all operation and maintenance activities related to the municipal drinking water distribution system, municipal wastewater system (sanitary and storm sewers), and small drinking water system supply wells and water treatment systems located in municipal facilities. Serves as the Overall Responsible Operator (ORO), ensuring the safe and compliant operation of municipal drinking water systems in accordance with applicable legislation, regulations, approvals, and established operational procedures. Oversees day-to-day regulatory compliance, supervises the scheduling and completion of underground utility locates, and is responsible for the maintenance of the Town's residential, commercial, and industrial water meters.

Qualifications and Requirements

Five (5) years of experience with two (2) years’ supervisor experience in a unionized municipal Public Works Department. Post-secondary diploma or degree with an emphasis on Contract Administration and Project Management, plus additional courses in Water/Wastewater System Maintenance and Drinking Water Quality. Province of Ontario Ministry of Environment, Conservation and Parks (MOECP), Water Distribution Level 1 Certificate and Wastewater Collection Level 1 License.

Sanitary Certificate Level 2 is preferred

Proficient with Safe Drinking Water Act, Health and Safety, WSIB, labour relations and collective agreements.

Working knowledge and practice of

Operation and maintenance of municipal drinking water and wastewater infrastructure; Safety related legislation/regulations/guidelines; Labour relations principles and practices; Contemporary management practices; Local government functions/responsibilities; Equipment operations and maintenance procedures. Ontario Class “G” Driver’s License in good standing. Proficient in Microsoft Office- Outlook, Word, Excel, PowerPoint and work order/work management systems. Excellent customer service, interpersonal, verbal and written communication skills. Advanced interpersonal skills, with the ability to interact effectively with all municipal staff, elected officials, residents and other agencies. Advanced leadership and supervisory skills. Effective organization skills; ability to prioritize and meet deadlines regularly. High degree of accuracy, attention to detail and record keeping skills. Problem-solving skills, discretion and good judgement when handling confidential/sensitive information and communicating with individuals regarding controversial matters; sensitivity and ability to maintain security of files.
