Reporting to the Manager, Building Operations, the Works Control Supervisor oversees the effective operation of the Facility Maintenance & Operations Service Request Centre, ensuring the delivery of high-quality, timely customer service to building occupants, the public, Councillors, and HRM Business Units. As a key member of the Facilities Management team, the Supervisor applies technical expertise, creativity, and sound judgment to lead a proactive approach to planned and preventive maintenance.

Within this environment, the Works Control Supervisor directs Building Service Advisors and provides direct support for maintenance service requests and work orders, ensuring that required work across 240 HRM-owned and leased facilities is completed, accurately recorded, and effectively reported to support Property, Fleet & Environment and Facility Maintenance & Operations staff.

The Supervisor is also responsible for the efficient operation and effective use of CityWorks and SAP systems, including scheduled, planned, and infrastructure maintenance, service level commitments, procurement processes, and management decision reporting. The role develops and maintains appropriate reporting tools to support informed decision-making across the organization.

KEY RESPONSIBILITIES
Service Delivery

  • Oversees the Facility Maintenance & Operations Service Request Centre to ensure timely, high-quality customer service for building occupants, HRM Business Units, Councilors, and the public

  • Manages equipment records and maintenance plans, establishes effective preventive maintenance schedules

  • Monitors and refines service delivery processes to improve productivity, workload management, and customer response

  • Collaborates with Superintendents and Managers to maintain accurate facility maintenance costs

  • Sets priorities and fosters a results-oriented, productive work environment

Transaction Management & Reporting

  • Prepares and reviews financial analyses, reports, and recommendations for approvals

  • Ensures accurate preparation of accounting documentation for operating, capital, and work orders

  • Verifies and processes infrastructure maintenance expenses

  • Collects and analyzes performance data; generates reports on service delivery, resource allocation, costs, and efficiency

  • Provides budget status updates and supports decision-making with accurate reporting

Systems & Data Management

  • Administers and maintains facility databases in Cityworks and SAP, including financial accounting setup, data integrity, and asset registry

  • Develops and monitors planned and demand maintenance activities, ensuring schedules are accurate and aligned with operational needs

  • Designs management decision support reports to enhance service delivery and resource planning

  • Provides system training and support to staff

Human Resources

  • Supervises, coaches, and evaluates Building Service Advisors and support staff
  • Manages attendance, overtime, and scheduling to meet operational needs
  • Supports staff development through mentoring, training, and performance feedback
  • Applies HRM policies and the NSGEU Local 222 Collective Agreement in managing personnel matters, including grievances, discipline, and arbitration when required
  • Promotes teamwork, accountability, and continuous improvement

Other

  • Performs related duties as required to support Facility Management operations.

QUALIFICATIONS
Education & Experience:

  • Diploma at the post-secondary level, in Business Administration, Facilities Management Certificate or Facilities Management Administrator Certificate from BOMA
  • 3 years of supervisory experience
  • 5 years’ experience in facility management planned maintenance in trades-related environment
  • 5 years’ experience in a public sector setting in database management and reporting, ideally in a computerized maintenance management system and/or computer-aided facility management system, along with recent experience in front-line customer service operation in a computerized office environment
  • Proficiency in current versions of Microsoft 365, Cityworks and SAP is an asset

WORK STATUS: Full Time, Permanent

HOURS OF WORK: Monday to Friday, 8:00 a.m. - 4:00 p.m., for 35 hours per week (some overtime may be required)

SALARY: Non-Union Level 5 $66,170 - $85,630. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
