This position administers and provides supervisory oversight for the Office of Justice Programs (OJP) Crime Victim Reimbursement Program Claims Unit. Under limited supervision, the position manages program operations in accordance with established policies, procedures, and applicable state and federal requirements. The position also conducts program monitoring and audits to ensure adherence to state and federal laws, rules, and guidelines and supports the effective administration of the Crime Victim Reimbursement Program.
The incumbent applies the provisions of Minnesota Statutes 611A. 52 – 611.67, Minnesota Statute 611A.4, and Minnesota Rules 3050.0100 – 3050.4100, and federal program guidelines for the Victims of Crime Act (VOCA) Victim Compensation Grant Program.

Minimum Qualifications

Three (3) years of advanced work experience in for an agency responsible for administering large-scale programs to external customers in criminal justice, human services, crime victim services, financial compensation, legal support, or grants.
Experience Must Demonstrate The Following
Hands-on experience with medical billing, prior authorizations, cash posting, and/or accounts receivable. Experience reading, interpreting, and understanding statutes, rules and regulations Demonstrated ability to prepare and present programmatic and/or financial data and reports in a professional, timely, and effective manner. Proven analytical, organizational, and research skills to solve problems and initiate corrective actions. Managing sensitive or confidential information Interpreting complex information and communicating decisions to stakeholders Supervisory experience that includes directing and assigning work, managing and measuring performance, and managing complex/difficult customer situations by effectively analyzing and prioritizing work. Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Experience in human relations to motivate and coordinate teams or staff and internal stakeholders to achieve a desired outcome Experience working with victims of violence and survivor experience; understanding of trauma-informed care and secondary trauma Experience effectively triaging problems to manage workflow
Preferred Qualifications
Demonstrated oral and written communication skills sufficient to establish and maintain effective working relationships with internal and external stakeholders Bachelor’s degree or higher in business administration healthcare administration, finance, accounting or related field Knowledge of OJP services and programs Knowledge of victim services public administration, social services, criminal justice, or a related field Experience working in a leadership position within a government office Experience using databases, financial systems, case management systems, or other electronic record systems to track, monitor, or process information Knowledge of Minnesota Crime Victim Reimbursement statutes and rules, including Minn. Stat. 611A.52–611A.67 and related program requirements.
Physical Requirements
Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
