ORM Lead

Reporting to the Operations Risk Management (ORM) Manager, the ORM Lead is responsible for fostering a strong and positive safety culture across both fleet and shore-side operations. This role provides leadership, guidance, and oversight in safety, compliance, training, and risk management in alignment with McKeil Marine’s policies, procedures, and regulatory obligations.

The successful candidate will oversee the implementation and continuous improvement of McKeil Marine’s Quality, Safety Management System (QSMS) and will act as the Designated Person Ashore (DPA) under the ISM Code. This position serves as a key link between vessel operations and shore-side management, ensuring compliance, operational excellence, and continuous improvement in health, safety, security, quality, and environmental performance.

Key Duties & Responsibilities:

Regulatory Compliance & Safety Oversight

  • Act as Designated Person Ashore (DPA) in accordance with the ISM Code and Marine Safety Management System Regulations.
  • Ensure compliance with Transport Canada, Classification Societies, Recognized Organizations, and other applicable regulations.
  • Maintain a strong understanding of federal legislation including the Canada Labour Code and MOSH regulations.
  • Provide regulatory interpretation, guidance, and oversight to vessel crews and shore-side personnel.
  • Monitor and ensure adherence to all applicable safety and environmental standards.

Quality**, Safety Management System (QSMS) & Safety Culture**

  • Lead the implementation, maintenance, and continuous improvement of the QSMS.
  • Oversee system documentation, procedural reviews, safety reporting, and compliance tracking (including systems such as ABS Nautical Systems).
  • Promote a strong safety culture through coaching, communication, and leadership.
  • Develop and implement safety initiatives and programs to reduce operational risk.
  • Conduct and support internal and external audits and regulatory inspections.

Incident Investigation & Risk Management

  • Ensure timely reporting and response to incidents, near misses, injuries, and environmental events.
  • Lead or support incident investigations, including root cause analysis.
  • Develop and track corrective and preventative actions.
  • Prepare and manage documentation related to claims and incident reporting.
  • Conduct risk assessments and analyze safety trends to proactively mitigate risk.

Training & Competency Development

  • Coordinate and support safety and compliance training programs.
  • Conduct training needs assessments and support development of training plans.
  • Deliver training sessions including onboarding orientation and safety-related programs (e.g., First Aid, confined space, fall protection).
  • Support emergency response drills and scenario-based training to ensure crew readiness.

Operational Support & Continuous Improvement

  • Provide day-to-day safety and risk management support to operations and HSQE teams.
  • Collaborate with ORM and Operations to support safety objectives and initiatives.
  • Participate in internal committees and working groups as a subject matter expert.
  • Conduct vessel visits and inspections to evaluate safety practices, compliance, and operational readiness.
  • Monitor system effectiveness and recommend continuous improvement initiatives.
  • Support emergency response activities and be available outside normal business hours as required.

Qualification, Skills and Key Competencies Required:

  • Degree or Diploma in Health & Safety or a related field.
  • Minimum 5 years of experience in an industrial, transportation, or marine environment.
  • Strong knowledge of federal health and safety regulations and their application.
  • Ability to interpret and apply regulatory standards within marine operations.
  • Experience with incident investigations, root cause analysis, and corrective actions.
  • Strong written and verbal communication skills with the ability to produce detailed reports.
  • Experience with auditing (internal and external) in a regulated environment is an asset.
  • Training certification (e.g., First Aid & CPR) is considered an asset.
  • Marine industry experience is considered a strong asset.

Working Conditions/Special Notes:

  • McKeil Marine Limited is a 24/7 operating business. This role will require after hours support for emergencies when business requirements dictate.
  • Travel to vessels and operational sites as required will be necessary.
  • The ability to work remotely at home as outlined by current Hybrid WFH protocols and policies.
