WORK MODEL: The successful contractor(s) will work primarily remotely. The role is listed as a hybrid role, however, the possibility of onsite meetings or work sessions in Edmonton, Alberta is minimal. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Standard Hours of work are 08:15 – 16:30 with a 1 hour lunch break Alberta time, Monday through Friday excluding holidays.

PROJECT OVERVIEW / DESCRIPTION OF SERVICES
Environment and Protected Areas (EPA) is undertaking a significant transformation of its regulatory system. A core component of this transformation is a digital transition from multiple, disconnected systems to a single, integrated Digital Regulatory Assurance System (DRAS). EPA is seeking an individual to support the planning and delivery of organizational change activities associated with DRAS releases, ensuring that both internal staff and external users are effectively prepared for upcoming digital system and process changes.
This individuals must have a strong aptitude for quickly mastering new information and applying it to produce meaningful deliverables.
The OCM (Organizational Change Management) analyst supports the planning and execution of organizational change management activities for multiple DRAS releases. This role contributes to both internal and external OCM strategies to ensure stakeholders are informed, prepared, and supported through change. This position works with the DRAS project team, subject matter experts, and internal and external audiences to deliver effective communications, training, and engagement that support the successful adoption of DRAS system releases, modernized business processes, and new ways of working.
Key Responsibilities

Support the development and execution of internal and external OCM strategies across multiple DRAS releases.

Draft, coordinate, and manage internal and external communications, including key messages and stakeholder facing materials.

Monitor adoption metrics, stakeholder inquiries, resistance, and user feedback, and support appropriate follow up.

Identify training, communication, and change readiness gaps and address them through targeted OCM interventions.

Lead post release feedback collection and analysis to assess impacts, user experience, and adoption.

Translate insights into actionable recommendations and response plans to support sustained adoption.

Collaborate with internal teams to ensure OCM activities align with project objectives, release schedules, and broader DRAS goals.

Contribute to continuous improvement by identifying lessons learned and opportunities to enhance OCM approaches across releases.
MANDATORY SKILLS
– Bachelor’s degree in a related field. (Yes or No)
– PROSCI or CCMP certification. (Yes or No)
– Experience developing and delivering communications and presentations at multiple levels of an organization. (eg. Executive Management, Management, Program Sponsors, Steering Committee, Branch Managers, End Users). (5 years+)
– Experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans. (5 years+)
– Experience with written and verbal communications including specific experience in drafting business and technical documentation. (5 years+)
– *Candidates must provide a cover letter in addition to your detailed resume.
DESIRABLE / NICE TO HAVE SKILLS
– Experience with articulating and translating technical language for non-technical customers both verbally and in writing. (3 years+)
– Direct experience in change facilitation. (3 years+)
– Experience defining and measuring project change success metrics and progress. (3 years+)
– Experience fostering effective working relationships with leadership and stakeholders. (3 years+)
– Experience with both business and IT change and an ability to communicate changes using various communications methodologies. (3 years+)
– Experience working on multiple tasks or initiatives with strict timelines, simultaneously. (3 years+)
