Position Overview:

Under the general direction of the Staff Officer, will be responsible for all aspects and functions related to the jobsite contract
administration and construction inspection for a variety of civil construction projects. This is a term position for a duration of
approximately eight months.

Responsibilities:

  • Administer civil construction contracts for a variety of work at one or more locations, including expediting owner-supplied

materials, inspection and tracking of work in progress, preparation of progress claims for payment, and preparation of as built
drawings.

  • Maintain close liaison with the Project Officer and Staff Officer to keep informed of progress of the work, problems

encountered in the field, any anticipated problems which may require solution, and recommend proposed solutions to
problems.

  • Assist with all aspects of project planning including the preparation of construction specifications for civil construction, contact

contractors to obtain quotations for civil construction work and materials, and maintain all necessary records for projects
assigned.

  • Prepare construction cost estimates for budget purposes and analyze completed costs for comparison to budget costs.
  • Negotiate with contractors for performance of extra work within assigned limits, including interpretation of the intent of the

contract.

  • Carry out inspection work on steel structures, soils, aggregate, concrete, oil containment, fencing, ground grid, cable trench,

underground conduit, fire protection equipment, sewer and water lines and all other construction related activities, including
sampling and field testing to ensure compliance with the Technical Specifications at substations, DSCs and other work
locations.

  • Administer third party quality control testing and reviewing of results to ensure compliance with the Technical Specifications.

Make day-to-day decisions, within his/her technical ability, in regard to various field conditions encountered and recognize the
importance of these decisions with regard to contractual and technical obligations.

  • Ensure adherence to all applicable safety and environmental rules and regulations. Prepare Safety Plan for each project. In

addition, monitor/inspect the contractors work habits relative to safety and the environment and report/act accordingly.

  • Provide training to junior staff with respect to all aspects of duties.
  • Prepare construction reports as required.

Qualifications:

  • A two-year diploma in Civil or Construction Engineering Technology from an institute of recognized standing, and a minimum

of three years related experience.

  • Proven ability to interpret contract documents and specifications for civil work, including within two energized stations.
  • Proven ability in preparing estimates for civil work.
  • Proven ability in negotiating with contractors and suppliers.

  • Proven ability to deal harmoniously with other employees, supervisors, contractors and the general public.
  • Thorough knowledge of engineering technology and capability to apply this knowledge effectively.
  • Thorough knowledge of all major construction trades, applicable building codes and civil construction procedures and

processes, including a thorough understanding of soil, aggregate and concrete properties.

  • Good knowledge of Corporate, municipal, provincial and federal safety and environmental rules and regulations, and able to

apply and adhere to all requirements.

  • Formal training and experience in surveying, including the use of a level and transit for site layout, quantity calculation,

contractor payment and as-built record purposes. Experience in the use of total station equipment would be an asset. In
school training is considered sufficient.

  • Certification by ACI or CSA for concrete testing would be an asset.
  • Proficient in the use of personal computers, including Microsoft applications, Adobe, and Bluebeam.
  • Willingness to travel anywhere in the Province of Manitoba and be away from home base for extended periods of time while

supervising projects (both rural and remote northern sites).

  • Physically capable of performing all duties of the position.
  • Ability to act independently and work under limited supervision.
  • Possess a valid Province of Manitoba Driver's Licence.
  • Required to travel by all modes of transportation i.e. air, land and water.
  • May be required to work at other locations within the province, and where transportation between these sites may be by small

aircraft.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $39.65-$58.34 Hourly.
