We are seeking a permanent Technical Officer to join our System Performance Department in Winnipeg, Manitoba.

Responsibilities:

  • Work closely with the Principal Network Studies Engineer to conduct operating studies focused on the U.S. interface, and

provide support to studies on Ontario, Saskatchewan and Manitoba internal interconnections.

  • Develop, prepare, and maintain system data and models required for use in conducting loadflow and transient stability studies

to determine operating limits on the interconnected Manitoba Hydro transmission system.

  • Work with SMEs in System Performance and System Protection and Controls departments to develop, prepare, maintain and

document annual compliance data for the Manitoba Hydro Under Frequency Loadshed Scheme (UFLS).

  • Analyze system performance under normal and contingency conditions, and prepare technical reports with recommendations

for corrective actions, system improvements, control modifications, and operating guidelines.

  • Lead the development, review, and issuance of daily power flow models, temporary operating instructions, and contingency

plans for System Control staff and external operating entities to effectively support day-ahead and real-time operations.

  • Represent Manitoba Hydro in technical discussions and data exchanges with external utilities and organizations (e.g., MISO,

MRO), and coordinate the interchange of electrical system parameters to support seasonal and operational studies.

  • Conduct transient disturbance simulations and assess the effectiveness of remedial actions using fault recordings. Maintain

and enhance in-house systems and databases for system disturbance analysis and model validation.

  • Oversee the performance and data handling of the system disturbance recording scheme, and stay current with technological

developments in disturbance recording and analysis.

  • Provide technical training and mentorship to junior staff, visiting engineers, and other stakeholders on power system

simulation tools and study methodologies.

  • Support compliance efforts by preparing, compiling, and documenting evidence for NERC standards, and contribute to

external surveys and regulatory submissions (e.g., CEA, PUB).

Qualifications:

  • Successful completion of a two year diploma in Electrical Technology from a recognized technical institute plus a minimum of

five years directly related experience;
OR

  • Equivalent combination of education and experience.
  • In-depth understanding of power system analysis, including loadflow and stability studies.
  • Proficiency with simulation tools and data analysis software used in power system operations.
  • Knowledge of interconnection standards, control systems, and protective relaying.
  • Excellent communication and collaboration skills, with the ability to work effectively across departments and with external

  • Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba

Hydro policy P513.

  • Must have a valid Manitoba Driver's Licence.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $43.35-$59.82 Hourly,
$83,070.78-$114,625.68 Annually.
