The Cost Control Manager is responsible for planning, steering, and leading budgetary control within a major construction project. As a key reference for financial performance, they ensure the reliability of management data, produce economic analyses, and uphold project management methods defined by the Executive Team.
What you will do :
Team Organization & Leadership :
- 
Plan, organize, and coordinate the cost control team assigned to the project, including potential recruitment processes. 
- 
Supervise, support, and develop the skills of team members (interns, analysts, technicians, leads, etc.). 
- 
Actively contribute to team skill management and lead training sessions on tools and management methods. 
Methodology & Processes :
- 
Develop, implement, and improve project-specific management processes and procedures. 
- 
Ensure proper application by teams and propose continuous improvements. 
- 
Act as the guarantor of the application and evolution of Major Project Management Methods. 
Budget Monitoring & Reporting :
- 
Lead the budget management cycle: initial budget creation, periodic updates, commitment tracking, and forecast updates (Estimate at Completion). 
- 
Prepare strategic, financial (budget, cost), and operational dashboards (labor, concrete, equipment tracking, etc.). 
- 
Ensure regular reporting tailored to various stakeholders (Project Management, Corporate, Partners…). 
Financial Analysis & Cost Recognition :
- 
Consolidate and validate project operating results by analyzing: physical progress, spending rights, commitments, incurred costs, and remaining work. 
- 
Calculate key economic ratios (productivity, average cost, efficiency…) and analyze trends. 
- 
Ensure proper accrual management at each accounting cut-off (recognition of payable expenses). 
Contract Management & Compliance :
- 
Monitor major subcontracting contracts and ensure governance rules are followed. 
- 
Ensure proper handling of potential contractual penalties and compliance with framework agreements negotiated by the Procurement Department. 
- 
Control indirect costs and analyze variances between forecast and actuals. 
Audit & Continuous Improvement :
- 
Participate in internal and external audits related to their scope. 
- 
Contribute to the implementation of audit recommendations and ensure long-term follow-up. 
This role could be for you if you have :
Education:
- 
Master’s degree in management, financial control, finance, accounting, or construction management. 
- 
Technical Skills: 
- 
Strong expertise (minimum 15 years) in budget control, financial analysis, and performance tracking in the construction sector. 
- 
Solid understanding of project management in consortium or joint venture settings. 
- 
Good knowledge of ERP tools (SAP is a plus). 
- 
Ability to use Power BI reports (created by the support team) and identify improvement or creation needs to enhance project team interfaces and visibility. 
- 
Advanced Excel skills. 
- 
Excellent understanding/adaptability to consortium environments with multiple project partners. 
- 
Proficiency in project management methods (EVM, activity forecasting, etc.). 
Behavioral Skills:
- 
Analytical and synthesis mindset, attention to detail, rigor. 
- 
Team leadership and strong cross-functional facilitation skills. 
- 
Communication skills, diplomacy, and pedagogical approach. 
- 
Proactive and solution-oriented. 
Compensation & Benefits:
- Salary range: $115,000 to $150,000, with eligibility for bonus and company equity participation programs.
- Up to 5% RRSP matching after the waiting period.
- 4 weeks of vacation.

- Annual salary increases of 2% to 5% based on performance.
