Do you bring strong leadership and expertise in data governance, quantitative and qualitative research, database development and generating actionable insights? This is your chance to shape the ministry's data and analytics strategy, policy, and governance. ##About the job
You will:
- Lead the design, development, and implementation of strategic data projects, performance measurement frameworks, data platforms, and analytical solutions.
- Support ministry-wide data and reporting needs by developing agile, user-focused, and reliable reports that inform senior leadership and guide strategic decision-making.
- Oversee data strategy, including standards, governance, and modernization initiatives that strengthen data governance, information management, and analytics capacity.
- Collaborate with ministries, central agencies, and community partners to align data and business intelligence practices with government priorities.
- Integrate diverse perspectives and knowledge systems into data strategies, analysis, and reporting to promote better outcomes.
- Manage cross-sector projects with other ministries and public sector organizations to advance data integration, analytics, and performance initiatives.
##What you bring to the team
###Data Strategy Development and Management
Bring your skills in research, data analysis, information management and strategy to support smart decision-making.
- Skilled in designing and implementing performance measurement frameworks, Key Performance Indicator's (KPIs), and dashboards to assess program outcomes.
- Experienced in developing and maintaining databases, ETL pipelines, and integrated analytics solutions, leveraging cloud infrastructures for scalability and security.
- Expertise in applying research design, data collection, and quantitative/qualitative analysis techniques to generate actionable insights.
- Skilled in utilizing business intelligence, enterprise-level data platforms, and social/economic indicators to inform decisions.
- Ability to ensure data quality, governance, and ethical standards across all analytics and reporting activities, including master data management, metadata management, and data privacy and security.
- Expertise in using visualization and reporting tools to effectively communicate and interpret complex findings.
- Ability to translate analytical insights into clear, actionable recommendations for policy development, caseload forecasting, program planning, evaluation, and outcome measurement.
- Experienced in monitoring emerging analytics tools, platforms, and best practices.
###Leadership and Stakeholder Negotiations
Use your leadership and collaboration skills to build strong partnerships.
- Skilled in consultation, negotiation, and mentoring to champion and promote strategies that improve collection and access to client information.
- Experience leading research initiatives with diverse stakeholders to advance municipal and housing services research efforts.
- Ability to build partnerships and influence outcomes to further research and policy development initiatives with stakeholders.
###Project Planning and Management
Lead projects that improve how data is collected and used across the ministry.
- Knowledge of project management theories, principles, and administrative skills to plan and lead teams engaged in projects to enhance information collection, access, and utilization across the ministry.
- Advisory, facilitation, and cooperation skills.
- Knowledge of project management methodologies, including Agile and DevOps implementation approaches, and control processes to manage risks, dependencies, and resource requirements for smooth project delivery.
- Skilled in using project management software tools for collaboration, tracking, stakeholder engagement, co-design, document management, and version control.
###Communication Skills
Share ideas clearly and connect with different audiences.
- Strong communication, presentation, consulting, negotiating, and coaching/mentoring skills.
- Presentation skills to clearly communicate complex information to non-technical audiences and decision-makers.
