The Ministry of Corrections, Policing and Public Safety has an exciting opportunity in Regina, for a Curriculum Design Specialist within Provincial Protective Services Branch (PPS).

Reporting to the Manager, Training and Standards Unit, this position will develop, manage, coordinate and evaluate PPS training projects to improve effectiveness, efficiency and quality in service delivery of PPS programs. This includes analyzing intended and actual benefits; identifying strengths, weaknesses, risks, short and long-term opportunities; and developing recommendations for strategic direction, service delivery, change management, or organizational restructuring and alignment strategies.

In this position you will:

  • Conduct proactive research of training needs and trends to anticipate and identify potential problems/issues and opportunities. Once identified, solutions include developing/modifying/implementing training programs, strategies, or alternatives to meet the emerging need(s) of existing programs and to promote opportunities to advance the PPS in policing in the province.
  • Apply project management methodologies and approaches for identifying and assessing needs and evaluating training solutions. As the lead, this position is responsible for the coordination and delivery of training from inception to completion including assembling a team, defining project scope, objectives, boundaries, accountabilities and project delivery principles.
  • Lead and direct work teams in the planning, design, development, implementation, instruction and evaluation of training projects and operational/program reviews of training processes and systems. This includes conducting needs assessments, identifying and defining business objectives, identifying user and organizational requirements and service delivery objectives/expectations.
  • Conduct research and analysis respecting best practices and models for law enforcement curriculum design to expand and provide quality service delivery; identify and define linkages to external training sources for use by the PPS and other law enforcement agencies in the province and throughout Canada by conducting research, development, design, implementation, instruction and evaluation of police training programs and service delivery programs, policies, processes and systems.
  • Lead, develop and manage consultative and coordinated relationships with internal and external stakeholders in planning, designing, developing and implementing improved business processes that support them. Stakeholders include: senior PPS leadership, PPS members, external policing agencies and organizations, service providers, other government ministries and broader government.
  • The position will need to defend the legitimacy and validity of PPS training decisions in front of clients, in public forums, in court, or before other official bodies.
  • The position is responsible for ensuring all training and policies specific to training align with provincial legislation, standards, PPS policies and directives.
  • The position is responsible for ensuring all PPS member training summaries are filed at time of employment in PowerDMS in accordance with PPS policy.
  • The position is responsible for coordinating all training at the Saskatchewan Police College and other venues as well as managing and booking all logistics with respect to training including submission of prior approvals are complete, booking hotels, facilitators, meals etc. As well as negotiating contracts involving the commitment of public money and/or resources.

The ideal candidate will have:

  • Experience in law enforcement training and curriculum design;
  • Knowledge of governance structures and legislation related to public safety and security, policing operations, and techniques;
  • The ability to identify and assess relevant data, trends, and opportunities, consider a variety of option, then determine and implement an appropriate course of action;
  • The ability to make independent decisions on developing and implementing training programs and then oversee the implementation of new training programs, strategies, policies, and programs;
  • The ability to plan, prioritize and balance diverse and conflicting workload pressures, taking into consideration task complexity, frequent interruptions, and deadlines;
  • The ability to achieve understanding and acceptance through persuasion or negotiation and provide explanations of regulations, policies, or standards to gain agreement. The candidate may need to mediate in situations that are highly polarized and long standing;
  • Strong problem-solving, organization and research skills; and
  • Excellent written and verbal communication skills with the ability to explain complex information to a variety of audiences.

Typically, the skills and knowledge required for this position would be obtained through a degree or diploma program in social science, police science, criminal justice, criminology, or public administration, or an equivalent combination of education and experience. Law enforcement experience in a training environment will be an asset.
