Software Developer - Full Stack - Junior (RQ09866) Ministry of Public and Business Service Delivery and Procurement | 255 Ontario Street South, Toronto, Ontario (Onsite)
Contract: April 1, 2026 – March 31, 2027 (174 business days, probable extension)
About The Role We are looking for a Full Stack Software Developer with 5+ years experience including legacy systems modernization to lead technical transformation of the AERO system using C#, Oracle PL/SQL, and modern frameworks requiring CRJMC clearance. Our ideal candidate excels at refactoring legacy VB.NET/C#/Spring.NET codebases, implementing CI/CD pipelines with Azure DevOps/GitHub Actions, developing unit tests (MSTest/NUnit/xUnit), and producing technical specifications/architecture diagrams while mentoring junior developers. They will bridge legacy technologies with modern DevOps practices to ensure long-term sustainability, security, and performance of the AERO platform.
This onsite role requires post-secondary Computer Science/Software Engineering education, strong software architecture/SDLC/Agile knowledge, and proven ability to collaborate across Systems Analyst, QA, and business teams through full project lifecycle from analysis to production deployment.
What You'll Do
Modernize legacy AERO system with CI/CD pipelines, unit testing, and technical documentation.
Must Haves
- Post-secondary education (Computer Science/Software Engineering or related).
- Minimum 5 years software development including legacy systems.
- Proficiency in C#, Oracle PL/SQL, Framework.
- CI/CD: Azure DevOps, GitHub Actions + PowerShell/Bash scripting.
- Strong software architecture, SDLC, Agile methodologies understanding.
Key Responsibilities Legacy Modernization: Analyze/refactor VB.NET/C#/Spring.NET code for maintainability.
DevOps/CI-CD: Build/maintain pipelines; manage branching/pull requests.
Testing: Develop unit tests (MSTest/NUnit/xUnit); support QA test execution.
Documentation: Technical specs, architecture diagrams, deployment procedures.

- Hours: 7.25 hours per day
