Hollyburn Family Services is seeking aProgram Manager – Outreachto lead and oversee a diverse portfolio of community-based programs includingFamily Support and Preservation, Foster Support, Youth Transition, Home Share, and Community Inclusion. Position Summary

Reporting to theDirector of Operations – Outreach, the Program Manager is responsible for theoverall leadership, management, and strategic directionof multiple outreach programs.

This role includesprogram development, staff supervision, stakeholder engagement, financial oversight, and quality assurance, ensuring programs operate effectively and align with organizational goals and regulatory standards.

The Program Manager plays a key role in fostering acollaborative, high-performing team environmentwhile ensuring services are responsive to the needs of the communities we serve.

Hours

**40 hours per week,**Monday to Friday

**Location:**North Vancouver Head Office (In-person with occasional travel required)

Qualifications

• Bachelor’s degree inSocial Work or related field(Master’s degree preferred), or equivalent experience
• Minimum5 years of experience in program management within the social services sector
• Demonstrated experience managing programs such asfamily support, foster support, home share, community inclusion, or youth transition services
• Strong knowledge ofemployment standards, health and safety, and supervision principles
• Experience working withprovincial government funders and delegated agencies -BC Class 5 Driver’s Licenseand access to a vehicle
• CurrentFirst Aid & CPR certification
• Ability to successfully complete aCriminal Record Check

• Knowledge ofbest practices and regulatory standardswithin the social services sector (including CARF standards)
• Strong computer literacy and ability to learn new systems quickly

What You Will Be Doing

Program Leadership & Management

• Lead thestrategic direction and daily operationsof outreach programs
• Monitor and evaluate program effectiveness and implement continuous improvements

Team Leadership & Supervision

• Recruit, supervise, and support program staff
• Foster apositive, collaborative team culture
• Support staff throughtraining, coaching, and professional development
• Develop succession plans and long-term staffing strategies

Stakeholder Engagement & Advocacy

• Build strong relationships withcommunity partners, funders, and stakeholders
• Represent the organization at meetings, conferences, and community events
• Advocate for the needs of clients and program participants

Financial & Operational Oversight

• Develop and manage program budgets
• Monitor expenditures and ensure alignment with funding requirements
• Ensure contract deliverables and service targets are met

Quality Assurance & Program Excellence

• Implement quality assurance processes aligned withorganizational policies and CARF standards
• Conduct program evaluations and address service gaps
• Respond to and resolve issues or concerns in a timely manner

Data & Reporting

• Ensure accurate data collection and reporting
• Prepare program reports and evaluations for senior leadership
• Use data to drivecontinuous improvement and informed decision-making
