POSITION FUNCTION:

TheNeeds Assessment Specialistis a professional dedicated to providing intake and needs assessment services to potential clients in accordance with WorkBC policies and procedures. This role involves conducting one-to-one assessments with individuals interested in case management services. The assessment process includes exploring factors that may impact the clients’ employability by establishing trust and open rapport. The Needs Assessment Specialist will encourage clients to share relevant information and discuss their aspirations. This position demonstrates cultural competency, professionalism, and a strong commitment to fostering a welcoming, inclusive, and safe environment for all clients and staff.

DUTIES OR RESPONSIBILITIES:

  • Manage Online Employment Services (OES) applications in a timely and accurate manner.

  • Conduct comprehensive Client Needs Assessments for individuals who meet the basic eligibility criteria for case management services.

  • Conduct Guided Interview with clients and complete a comprehensive needs assessment to determine work experience, educational background, career goals, job readiness, interests, abilities, and aptitudes, ensuring detailed and accurate case notes in the Integrated Case Management (ICM) system.

  • Identify when specialized services are required and make appropriate referrals.

  • For eligible clients proceeding to case management, open ICM files in compliance with WorkBC policy and ensure all needs assessment notes are complete and clear.

  • Refer clients to the appropriate Case Manager, ensuring clients understand next steps

  • Manage the Unassigned Service Request List to ensure timely resolution of portal registration, prospect matches and case transfer requests.

  • Process and follow up on Ministry referrals, contacting clients, assisting with registration, and conducting needs assessments as required.

  • Uphold measures to safeguard the confidentiality of clients' sensitive information in compliance with privacy regulations and organizational policies

  • Undertake additional responsibilities as assigned by the Assistant Manager or Manager to ensure continuity of services and team coverage

MINIMUM QUALIFICATIONS**:**

  • A post-secondary certificate, degree, or diploma in a relevant field, i.e. human resources, career development, counselling, social work, psychology, adult education, business administration; or appropriate combination of training and experience

  • Experience working with individuals with complex barriers and a broad range of cultural backgrounds.

  • Current and satisfactory Criminal Record Check required.

DESIRED SKILLS AND QUALIFICATIONS:

  • Able to build rapport with clients

  • Excellent interpersonal and written communication skills

  • Knowledge of the local labour market, community resources, and government programs.

  • Able to connect policy understanding with strategies and processes that lead to improved client success and contractual outcomes

  • Team player with the ability to work effectively with all types of people.

  • Excellent administrative and organizational skills; ability to prioritize.

  • Tactful, discreet, diplomatic, patient, flexible and possesses cultural sensitivity and excellent judgement in decision-making.

  • Strong digital literacy skills in Microsoft Office software such as Word, Excel, Outlook, PowerPoint, and Teams.

  • Knowledge of job search techniques, career development, and issues relating to unemployment.

  • Cultural awareness

BONUS SKILLS/CERTIFICATIONS:

  • Career Development Practitioner certified will be considered an asset

  • Experience with Integrated Case Management (ICM) system will be considered an asset

COMPENSATION: $28.58- $31.03 per hour

HOURS:

Full-time (35 hours per week), Monday to Friday

The successful candidate must be able to commute toNew Westminster WorkBC– 2nd Floor, 519 Seventh Street, New Westminster, BC V3M 6A7.

BENEFITS:

A competitive benefits package is provided with contracts of at least 1 year in length and which offer a minimum of 17.5 hours of work per week.
