Temporary Manager, Operational Technology
Location: Windsor, ON (Hybrid)
Reporting directly to the Director, Engineering (Hydro), the Manager, Operational Technology is responsible for supporting the operational technology/automation and controls staff in overseeing and maintaining the SCADA (Supervisory Control and Data Acquisition) system. Committed to continuous improvement, the Manager will actively troubleshoot and resolve system issues, while modernizing the SCADA and OMS (Outage Management) systems. The Manager, Operational Technology will develop and support strategic plans, initiatives, budgets, and departmental goals in collaboration with the Director. This position will be responsible to support the investigation, and implementation of approved solutions in hardware or software for the system, fostering inter-departmental cooperative initiatives, recommending and implementing process and administrative improvements, and serving as technical liaison with other utilities, generation customers, and other external parties as required.
The primary responsibilities include but are not limited to: serving as the principal consultative resource for SCADA and automation systems and responding to inquiries from hydro and water engineering; leading SCADA and automation projects, investigating, proposing, and implementing improvements to ENWIN's SCADA and OMS systems; SCADA/automation/OT staff oversight, training, and development of direct report(s) and other staff; assisting and making recommendations in setting departmental operational and capital budgets related to SCADA and automated system in collaboration with the Director, Engineering (Hydro); assisting in the development , implementation, and maintenance of an asset management profile for SCADA and the WAN (Wide Area Network) physical layer, developing equipment replacement plans, as part of the greater capital asset management strategies for existing infrastructure.
The successful applicant must have the following skills and competencies:
- University degree in Engineering (Electrical or similar), Computer Science, or comparable blend of education and experience
- P.Eng., Degree in Business Administration, Software Engineering, Systems Engineering, or equivalent is considered an asset.
- Minimum of five (5) years similar experience.
- In-depth knowledge of the operation of SCADA, OMS, and GIS systems including addition of devices, creation of displays, alarm management, documentation, security control, etc.
- Ability to design and build database queries.
- Knowledge of ICCP (Inter-Control Centre Protocol), DNP3 (Distributed Network Protocol 3) and modbus protocols.
- Working knowledge of communications through fibre, 900 MHz serial and ethernet radios including radio hubs, cable modems, cellular modems, and VPN devices.
- Working knowledge of protection relays, transformer station and connected equipment, faulted circuit indicators, inverter systems, as well as various branded switch and recloser controllers.
- Thorough knowledge of relaying and protection and control troubleshooting.
- Thorough knowledge of Programmable Logic Controllers (PLC's, RTU's, RTAC's), Digital and Analog relaying, including network switches and routers.
- Ability to design, review and interpret electrical circuit diagrams (including complex control diagrams, single-line diagrams, etc.)
- Working knowledge of SCADA servers, firewalls, UPS systems, as well as various cyber security devices and softwares.
- Experience working with water treatment processes and/or working in a utility environment.
Salary Range for Qualified Candidates: $131,727 to $146,363
