##Job Summary

The Emergency Management Lead will play a key role in developing and implementing plans, policies, procedures and training related to the four key components of the Halton Region Emergency Program.

##Duties and Responsibilities

  • Lead response, preparedness, recovery and risk reduction projects to achieve legislative compliance.
  • Provide supervisory day-to-day direction to junior emergency management staff.
  • Support the development and implementation of strategic improvement actions in alignment with strategic business plan priorities.
  • Supports emergency risk identification, analysis and mitigation efforts to inform strategic direction of Emergency Management Program and corporate priorities.
  • Develop reports and communications materials for senior leadership and regional council
  • Identify trends, risks and opportunities to inform Emergency Management decision making
  • Provide direction and guidance to departmental stakeholders regarding business continuity, response, preparedness and recovery, best practices
  • Partner with Departmental Management Teams to ensure statutory requirements related to the delivery of the Region’s programs and services in regard to emergency management, planning and response are met.
  • Establish, maintain and coordinate working relationships with municipal, provincial, federal and sectoral partners.
  • Participate in inter-agency working groups and committees.
  • Assist the Region in meeting and exceeding the mandatory requirements of the Emergency Management and Civil Protection Act.

##Duties and Responsibilities

  • Perform as the Alternate Community Emergency Management Coordinator (CEMC) and assist the Primary CEMC in meeting the responsibilities of the Halton Region CEMC.
  • Make recommendations to key decision-makers including providing guidance and advice to the Chief of Emergency Management, Chief Administrative Officer and/or Emergency Control Group during emergency situations and ensure plans and procedures are followed throughout the course of an emergency.
  • Act as alternate liaison with local municipalities and Emergency Management Ontario.
  • Provide supervisory day-to-day direction to junior emergency management staff.
  • Assist in the post-emergency analysis and make recommendations to update the plans and procedures based on the actions that occur during an emergency situation.
  • Participate in an after-hours standby rotation on a regular basis

##Skills and Qualifications

##Essential

  • Post-secondary education in Emergency/Disaster Management or related discipline and 2 - 4 years of public sector experience in emergency management and business continuity planning, public safety administration or a related field.
  • Certification as a Community Emergency Management Coordinator (CEMC) by Emergency Management Ontario
  • Incident Management System 100, 200, 300 Certification
  • Emergency Management 200, 300
  • Highly effective communication, collaboration and coordination skills are required to interact effectively with internal and external groups.
  • Knowledge and application of related legislation such as Emergency Management and Civil Protection Act.

##Preferred

  • Knowledge of routine and emergency Regional or Municipal operations.
  • Degree, diploma, or certificate in Emergency Management.
  • Certification as a Business Continuity Professional and/or a Community Emergency Management Coordinator.
  • Experience in adult education and facilitation
  • Qualification through Emergency Management Ontario to deliver IMS and Emergency Management courses

  • Must be available for emergency management standby and once engaged in an emergency must be available as required throughout the entire period of the emergency.

  • Travel will be required; incumbent must supply their own transportation.
