About the role

The Ministry of Transportation is making rapid adjustments to new and evolving challenges – enhanced accountability, greater transparency, demonstrating value-for-money, and ensuring sustainability of services. Bring your expertise in strategic risk leadership, internal controls, and stakeholder engagement to lead risk management across the Ministry of Transportation and help shape how the ministry tackles these enterprise-wide challenges.

About the job

This is an exciting opportunity to lead the Enterprise Risk Management (ERM) program for the entire ministry. You'll play a key role in transforming the ministry's risk and control environment, working closely with senior leadership to influence new policies and improve program efficiency. The position offers significant autonomy to shape and evolve the ERM strategy, reporting directly to the Controller. You'll build strong relationships across all divisions, helping to advance the ministry's risk management system and reduce exposure through robust processes.

In this role, you will:

• lead the development, implementation, and continuous improvement of ERM policies, programs, and tools aligned with OPS-wide strategies

• provide strategic advice to senior leadership on risk governance, policy direction, and emerging issues

• implement and sustain internal control frameworks and ERM governance structures across the ministry

• facilitate risk assessments and lead risk discussions to support business outcomes and decision-making

• build and maintain partnerships across divisions, ministries, and agencies to align risk strategies and share best practices

• mentor staff and lead knowledge transfer to build ERM capacity and capability across the organization

What you bring to the team

Enterprise risk management:

You have:

• expertise in ERM systems, frameworks, and governance

• strategic thinking to align risk processes across a large organization

Project leadership:

You have:

• proven ability to lead complex, multi-stakeholder projects

• experience managing competing priorities and deadlines

• demonstrated success in coaching and guiding project teams

Communication and relationship management skills:

You can:

• communicate complex risk and financial concepts clearly to diverse audiences

• build and maintain strong partnerships across the ministry and OPS

• facilitate consultations and risk discussions to support strategic decision-making

Analytical skills:

You have:

• ability to assess risk impacts and develop strategic recommendations

• experience evaluating policy effectiveness and designing implementation strategies

• sound judgment and political acuity to influence decisions and resolve complex issues
