About the role

VACANCY STATUS: Full Time

Position Purpose Windsor Regional Hospital is seeking an experienced Quality Management Systems Specialist to join its Laboratory Services portfolio. Reporting to the Regional Director, Laboratory Services, the Quality Management Systems Specialist will be responsible for the implementation, maintenance, and monitoring the compliance to all aspects of the quality management systems within the Laboratory. This includes responsibility for policies, controlling new product development processes, and overseeing risk management activities. The Quality Management Systems Specialist establishes performance standards, procedures, and audit controls in order to meet business requirements, as well as identify and implement process improvements to increase efficiency, effectiveness and quality of the laboratory services. The incumbent is also responsible for compliance of licensing and accreditation activities.

Duties And Responsibilities

  • Provide leadership developing and directing Quality Management and quality improvement initiatives for laboratory services and ensuring the laboratory is focused on providing a quality patient centered service.
  • Establish, maintain and monitor quality management systems internally as well as with suppliers and advise senior team on system performance.
  • Perform gap analysis between applicable and current standards; establish and implement a quality plan to bring the organization into compliance with said standards.
  • Develop, review and perform internal quality audits.
  • Participating and collaborating in the evaluation of selected POCT equipment.
  • Collaborate with stakeholders to ensure full customer satisfaction.
  • Conduct risk analyses, verification, validation activities, and formal design reviews, as applicable.
  • Support new product development and continuous improvement and by integrating quality management tools into policies and processes.
  • Promote and advocate quality achievement and performance improvement across the organization.
  • Act as liaison with auditors and suppliers assuming responsibility for ensuring corrective actions with required specifications.
  • Ensure ongoing compliance of standards and legislation.
  • Monitoring of staff to ensure they adopt and incorporate quality methods into their work.
  • Develop, implement, maintain and oversee Omni Assistant software modules.
  • Support corporate Patient Specimen Team.
  • Responsible for oversight and maintenance of various programs such as QView, LILI, CAP, MTS, etc.
  • Identify and provide training and opportunities for laboratory staff as needed on quality training, document control processes and procedures.
  • Maintain a constant awareness of budgetary control issues.
  • Chair regularly scheduled Integrated Hospital Laboratory Quality Council meetings, assist in the development and monitoring of quality management activites within the laboratory.
  • Ensure all IHL documents within the quality management system are up to date, aligned with current ACD standards and reflect current practices.

Skills/Capabilities

  • Highly motivated and self-directed capable of multi-tasking, and able to work with minimal supervision with a strong work ethic and positive attitude.
  • Must be detail-oriented and analytical thinker.
  • Able to build, motivate, facilitate cross-functional teams.
  • Ability to create and review technical documentation, including project plans, test procedures, and design documents.
  • High level of proficiency with Microsoft Office productivity suite.
  • Proficiency with analysis of risk management, performance measures and metrics.
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, decision making and people management skills.
  • Able to build and maintain effective relationships with other departments, key business partners, and government agencies.
  • Excellent conceptual, analytical and systems-thinking skills.

Qualifications

  • Current Registration and in good standing with the C.M.L.T.O;
  • Diploma from an accredited Medical Laboratory Technologist program, or equivalent;
  • Must have a minimum of 5 years’ experience working in a hospital laboratory;
  • Previous experience working within a Laboratory Quality Management System, preferable hospital experience;
  • Advanced knowledge and effective application of quality management principles, project management, and change management skills;
  • Completion of Accreditation Canada Diagnostics (ACD) assessor training, preferred;
  • Training and knowledge of Lean/Six Sigma techniques, certification an asset;
  • Above average initiative and self-motivation;
  • Sound presentation techniques along with proven written and verbal communication skills;
  • Proficiency in Microsoft office and Laboratory Information Systems;
  • Excellent interpersonal and communication skills (including conflict resolution skills) and the ability to communicate well with all patients, staff and visitors;
  • Ability to work under stressful conditions and meet project timelines;
  • French Language proficiency an asset.
