We're hiring 8 Team Leads to join the Contingency Planning and Operations Division within the OPS Strategic Labour Relations and Compensation Practice Group (OSLRC) at the Treasury Board Secretariat (TBS). This newly established division leads cross-ministry coordination and operational planning for labour dispute contingency efforts, strengthening strategy development and collaboration to maintain public service continuity.
In this role, you will:
• Provide strategic policy advice and analysis
• Strengthen ministry proposals and contingency planning submissions
• Lead research and evidence-based policy development
• Manage sensitive issues and coordinate across teams
• Mentor and support junior staff, build networks and lead stakeholder consultations
Located at 315 Front Street West , our vibrant open office is steps away from Union Station, the CN Tower, The Well and Ripley's Aquarium. Enjoy a modern workspace with a fantastic kitchen and plenty of nearby food options.
What you bring to the team
Strategic policy expertise:
You have:
• experience providing strategic labour relations, contingency planning or operational service delivery advice that supports ministry-wide planning and decision-making
• understanding of contingency planning frameworks and legislation relevant to labour relations or operational service delivery
• skills in aligning recommendations with government direction, legislative frameworks, and long-term objectives
• capacity to support executive-level strategy through contextual insight and cross-sector awareness
Project and issues management:
You have:
• expertise in navigating complex and sensitive issues, particularly in operational or contingency planning contexts
• ability to assess risks, identify gaps, and develop innovative, evidence-informed solutions
• ability to advise senior executives and contribute to cross-ministry projects and committees
Strategic analysis and insight:
You have:
• analytical skills to assess labour relations trends, stakeholder needs, and external influences on policy
• capacity to generate creative solutions and evaluate their strategic implications
• ability to translate complex information into clear, actionable advice
Project and stakeholder coordination:
You have:
• experience managing multi-stakeholder projects, including setting goals, allocating resources, and delivering results
• skills in building collaborative relationships with internal and external partners
• ability to navigate competing interests and broker consensus to advance policy, planning and implementation objectives
Communication and interpersonal:
You have:
• oral communication skills to present complex policy analysis and recommendations to diverse audiences.
• written communication skills to craft clear, concise, and persuasive materials such as briefing notes, reports, and correspondence
• ability to provide strategic advice and build understanding across senior leadership and stakeholder groups
• interpersonal skills to foster partnerships and support ministry-wide collaboration
