About the role
ICTC is seeking a bilingual Research and Policy Analyst to join its national research and policy team. This role contributes to ICTC’s mission of strengthening Canada’s digital advantage by exploring the economic, social, and community dimensions of the digital economy.
The Analyst will conduct mixed-methods research on topics such as labour market trends, transformative and emerging technologies, skills, and talent pipelines into Canada’s digital economy. The successful candidate will be curious, creative, and rigorous, with strong skills in both quantitative and qualitative analysis, and an ability to translate complex findings into actionable insights. Fluency in both English and French is required.
Initial areas of research focus will include youth unemployment, occupation and skill demand linked to provincial and federal infrastructure investments, and Francophone talent in Canada’s digital economy.
Key Responsibilities

Collect, clean, and analyze primary and secondary data, including unstructured datasets.

Analyze quantitative and qualitative data to extract key themes, trends, and insights.
-
Author reports, briefs, white papers, blogs, and other publications.
-
Develop and analyze survey data.
-
Conduct key informant interviews, literature reviews, and support focus groups, advisory committees, workshops, and events.
-
Engage stakeholders through outreach, consultations, and participation in advisory committees and roundtables.
-
Support the development of strategic relationships relevant to ICTC’s goals, values, and mandate.
-
Assist with writing proposals and concept papers.
-
Use project management and collaboration tools to plan, balance, and deliver responsibilities effectively.
-
Represent ICTC at conferences and events, in a speaking capacity where appropriate.
Qualifications
-
2+ years of experience in research, policy analysis, economics, or a related field.
-
Bachelor's degree in economics, Statistics, Data Analysis, Political Science, Public Administration/Policy, Business, or related discipline (Master’s degree an asset).

Proficiency with quantitative and qualitative research methodologies.
-
Experience with complex studies and translating findings into recommendations.
-
Excellent communication skills, with the ability to simplify complex research for diverse audiences.
-
Excellent writing skills, with the ability to craft clear, concise, and engaging research outputs (reports, policy briefs, op-eds, blogs) for diverse audiences.

Strong oral communication skills, including the ability to present research findings effectively to internal and external stakeholders.

Digital literacy, including O365 and collaboration platforms.
-
Full professional fluency (reading, writing, speaking) in both official languages (English and French) is required.
Assets:

Experience with statistical analysis, econometric modeling.

Experience with statistical tools (e.g., R, STATA, EViews).

Experience with digital survey tools (Lime Survey, SurveyMonkey).

Proficiency with Wrike or other project management tools.
