Job Summary
Reporting to the Manager, Air Traffic Services (ATS) Learning Compliance, the Manager, ATS Learning Safety and Validation leads the evaluation of training effectiveness across ATS Learning. As a subject matter expert in training validation, they collect, analyze, and report data to support informed decision-making on training improvement, while maintaining a strong commitment to data confidentiality.
The Manager, ATS Learning Safety and Validation also plays a critical role in driving corrective action plans and proactively mitigating risks related to safety investigations and regulatory audits. A comprehensive understanding of training policy, international air navigation competencies, and applicable regulatory requirements is essential.

In this role you will:
- Design, develop, and implement validation processes and tools for ATS Learning programs, aligned with International Civil Aviation Organization (ICAO) recommendations and global best practices.
- Lead and mentor a team responsible for executing validation activities and analyzing training effectiveness data.
- Analyze complex data and translate findings into actionable insights to inform training design, development, and delivery.
- Implement safeguards to protect sensitive information and ensure confidentiality throughout the validation lifecycle.
- Manage requests for student and instructor feedback data, ensuring timely and accurate reporting that maintains confidentiality.
- Coordinate and monitor mitigation plans for safety investigations and audit findings.
- Identify departmental risks and track progress of approved mitigations.
- Develop policies, standards, processes, and tools to support the analysis, design, development, delivery, and validation of ATS Learning programs.
- Conduct training reviews and support compliance audits in accordance with the ATS Learning Training Governance Framework.
- Lead or contribute to other learning compliance projects or initiatives.
What you bring:
Education:
- Post-secondary education in education, data analytics, psychology, or a related field.
Experience:
- Minimum 2 years experience in data analysis, preferably within educational or training environments.
- Experience in leading and facilitating diverse, multi-disciplinary teams.
- Experience coaching individuals and teams to improve performance and collaboration.
- Experience in developing and implementing innovative tools, technologies, or workflows.
- Experience in project management.
- Experience in shaping and supporting positive corporate culture initiatives.
Knowledge:
- Knowledge of adult learning principles and instructional design methodologies (e.g. ADDIE).
- Expertise in training evaluation models (e.g. the Kirkpatrick Model).
- Proficiency in survey design and data analysis tools (e.g. Excel, Power BI).
- Familiarity with research and statistical methodologies, including data collection techniques.
- Familiarity with regulatory audit and risk management processes.
- Familiarly with the air navigation industry.
- Familiarity with ICAO recommendations for assessing training effectiveness is an asset.
- Proficiency in Microsoft Office (Excel, PowerPoint, and Word).
