Are you a detail-driven professional with a passion for customer service and financial accuracy? The City of Owen Sound is hiring a Utilities Collection Clerk to manage the day-to-day administration of approximately 7,400 water and sewer accounts. This role is essential to ensuring timely billing, collections, and account maintenance for our community.

What You’ll Do

As a Utilities Collection Clerk, you’ll:

  • Prepare, issue, and distribute utility bills and notices.
  • Investigate and respond to customer inquiries related to utility billing.
  • Maintain accurate customer account records and financial data.
  • Assist with collections for Accounts Receivable.
  • Provide backup coverage for the Service Owen Sound customer service counter.
  • Support ongoing improvements and service delivery initiatives.

What We’re Looking For

Education & Experience:

  • Two-year college diploma in Business Administration, Accounting, or a related field.
  • Completion of MAFP (Municipal Accounting and Finance Program) and MAP (Municipal Administration Program) considered assets.
  • Additional training in collections, billing practices, and customer service is an asset.
  • Minimum 3 years of experience in billing, collections, and customer service.
  • Municipal experience preferred.

Skills & Competencies:

  • Strong customer service and interpersonal skills.
  • Excellent written and verbal communication.
  • High attention to detail and accuracy in records management.
  • Ability to manage multiple tasks and prioritize effectively.
  • Strong time management and organizational skills.
  • Ability to work independently and maintain confidentiality.
  • Proficiency in Excel and computerized accounting systems.
  • Experience with Great Plains and WorkTech software is preferred.
  • Demonstrated commitment to continuous improvement and organizational goals.

  • Criminal record check.
  • Internal candidates must have a satisfactory attendance and performance record.

Compensation & Benefits

  • Wage: $34.03-$40.07/hour
  • Hours: 35 hours/week
  • Benefits: 50/50 co-pay health & dental coverage, OMERS defined benefit pension plan
