Job Description We're actively seeking a Senior Program Management Analyst to join our team in Ottawa. As a experienced Analyst, you'll have the opportunity to collaborate closely with other analysts and various business departments, including finance, manufacturing, and supply chain. Your primary responsibility will be to be a trusted partner of our programs by providing critical schedule/cost/ and earned value performance measurements. This role places a strong emphasis on precision and attention to detail and proficiency in MS Project, Excel and Cobra and your ability to analyze and interpret data effectively.

In this role, you will:

Program Planning, Scheduling & Earned Value

  • Driving and managing the project master schedule and input into associated project plans, schedules and earned value systems
  • Supporting the planning, initiation and execution of work breakdown structures (WBS), work packages, cost accounts, earned value methodology
  • Assignment of resources using scheduling tools, analysis of resource loading, identification of critical path activities and recommendations
  • Set-up and maintenance of programs in earned value reporting system to facilitate the reporting of earned value, cost and schedule metrics against established baseline
  • Maintaining schedule updates and estimates to complete (ETC). Preparation of baseline change requests reflecting scope changes as needed

Program Execution, Monitoring & Reporting

  • Ability to work on large projects with a high degree of complexity
  • Oversight, tracking and reporting of progress against established baseline
  • Support periodic schedule status and earned value reporting including preparation of presentations for company and customer programs reviews
  • Analyze and interpret cost and schedule variances and other measures of project performance. Proactively identify issues and make recommendations to mitigate risk

Cross-Functional Coordination & Issue Resolution

  • Working across organizational boundaries and exerting influence over cross-functional areas
  • Ability to anticipate issues and provide solutions, providing guidance and recommendations to program management
  • Applies independent thinking to resolve issues and implement solutions
  • Defining, documenting and controlling all project related data such as personnel loading, procurement status, defects, problems, risk register, actions items and review meeting minutes

Financial Support, Close-Out & Leadership

  • Supporting program financial analysis by providing knowledgeable advice with regard to the reliability and associated risks of forecast data
  • Driving program close-out activities including preparation of deficiency lists and collection of close-out documentation
  • Supporting bid and proposal activities as needed
  • Leads and mentors other PMA’s as required
  • Other project related duties as requested

Qualifications Education & Experience

  • University degree in a related discipline or equivalent working experience in planning, scheduling and project management assignments
  • PMP/CAPM certification would be an asset
  • Typically requires a minimum of 8+ years of related experience. At this level, post-graduate coursework may be desirable.

Technical Skills:

  • Proficient with schedule/planning tools (MS Project)
  • Complete understanding of an engineering development/product delivery process
  • Proficient with earned value tools (Cobra)
  • Proficient with MS Excel, MS Word, PowerPoint, Visio
  • Advanced knowledge and experience with program management and earned value concepts
  • Experience preparing project management plans and schedules, developing work breakdown structures (WBS), critical path analysis and risk mitigation
  • Excellent analytical capacity to interpret data and link to underlying causes, identify trends and problems early on in the program cycle and make recommendations in response
  • Ability to teach the above skills and concepts
  • Ability to teach and assist other PMAs to solve moderate to complex problems:

Program Management:

  • Demonstrates full understanding, related application and ability to teach principles of program management. The incumbent is expected to be able to analyze and interpret information, problem solve, and incorporate internal/external factors to aid in making decisions

  • Resilience: Ability to deal with multiple personalities while striving to maintain a professional atmosphere. Deals effectively with pressure and seeks guidance when required.
  • Flexibility Initiative: Ability to apply knowledge and skills to solve business problems. Promotes and leads changes to resolve issues, improve program performance and operational efficiency

Security It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. Applicants may be required to meet additional security requirements in order to gain access to technical data, classified areas or information that is subject to international regulations. You must be eligible to work in Canada.

Additional Information What We Offer The expected Salary range for this position is $88,000 - $110,000 CAD Annual.
