What We Are Looking For The Project Manager is a key role in the Capital Planning, Infrastructure & Maintenance Department. The department is located at the Markham site but the main office for this position will be at the Uxbridge site. Reporting to the Manager, Uxbridge Redevelopment, the Project Manager will become a member of the team and share the responsibilities of managing all aspects of the project. You will engage with, inform and support external agencies such as the government (Ministry of Health and Long-Term Care, the Local Health Integration Networks, the Township of Uxbridge, Durham Region etc.) and other funding partners, and negotiate and facilitate consensus with municipal bodies and other regulatory authorities to obtain required approvals.
You Will Be Responsible For
- Working with user groups, consultants, contractors and other stakeholders through from planning to construction or installation and commissioning.
- Woking with Consultants, Ministry of Health, Building Officials and other organizations and regulatory bodies to ensure that they are properly informed during the development process, where required
- Ensure all internal and external project approvals are received, such as Building Permits, Occupancy Certificates and Ministry of Health approvals
- Procuring professional services and other vendors as required by the project phase, including preparing the RFX, work with our procurement to select and award contracts and issue Purchase orders in accordance with the existing and current policies, including the Broader Public Sector Procurement Directive (BPS).
- Reviewing and evaluating RFP/RFQ submissions, with a focus on aligning each proposal to the hospital’s technical, operational, and site logistics requirements. All evaluations will prioritize the safety, well-being, and continuity of care for patients, as well as the needs and workflows of hospital staff.
- Reviewing architectural drawings prepared by external consultants for coordination with existing infrastructure and coordination between architectural, structural, mechanical and electrical disciplines in collaboration with facilities, maintenance and operations.
- Preparing order of magnitude estimates, business cases, briefing notes, presentations and cost-benefit analyses for project and budget planning purposes.
- Managing the construction of facility improvement and capital projects.
- Identifying, researching, and facilitating alternative funding sources or available commercial or federal incentive programs (e.g. LEED, ESCO, AFP, etc.).
- Assisting with the close-out and MOH settlement of the redevelopment project.
- Confirming, working with the consulting team(s) that projects adhere to all Building Code, Fire Code, and the Ministry of Health Capital Planning process and any other relevant guidelines and legislation.
- Delivering the projects safely to time, cost and quality, in accordance with the guide to Oak Valley Health standards and other specific legislation.
- Providing a professional, first class, consistent and effective project management service, including project monitoring and reporting systems in accordance with our standards and guidelines.
- Controlling project change, risks and contingency within the project life cycle and provide all cost, contingency and project details
- Providing a safe working environment in the execution of work directly under the post holder’s responsibility, including development of project safety plans and other associated documentation.
- Developing and implementing/disseminating the communication/marketing, training, and change management plans for the project
- Reviewing and analyzing data developing and implementing policies, procedures and standards relative to all aspects of the project(s)
- Resolve tender difficulties and propose solutions to Senior Management as required
- Maintaining project documentation repositories
- Assuming other duties and responsibilities as assigned.
What You Bring To The Role
- College Diploma in construction management, engineering, clinical or project management. Equivalent experience and education will be considered.
- Minimum 5 years’ experience managing medium to large scale projects within a multi-site and/or multi-organization context. Experience in healthcare is an a must.
- Experience planning for major projects including programming, concept development, implementation and construction.
- Understanding and working knowledge of capital planning strategies, models, and practices required, along with working knowledge of strategies and practices related to the planning, design, construction, and renovations of buildings.
- Candidate must have demonstrated ability to build consensus and foster teamwork among a variety of stakeholders.
- Proven abilities to read and interpret architectural drawings and relevant health and safety regulations and building codes
- Proficient computing skills, especially with Microsoft Office applications, financial reporting software, and facility condition software would be considered an asset.
- Knowledge of AutoCAD, Bluebeam and MS Project preferred.
- Sound knowledge of facility management principles with exposure/experience in partnering in construction projects would be an asset.
- Exceptional communication, interpersonal, organizational, and planning skills required, along with the ability to analyze, negotiate, and solve problems with a continuous improvement mindset in a fast-paced environment.
- Knowledge of institutional construction estimating and procurement practices considered assets and understanding of Alternative Financing and Procurement preferred.
- Demonstrated commitment to a healthy and safe workplace for self and others (staff, patients, families, etc.) by taking all reasonable precautions and working in compliance with hospital related policies, health and safety legislation and best practices and completing relevant mandatory education as required.
- Understanding of internal and external policies and guidelines (e.g. Broader Public Sector Procurement Directive, Accessibility for Ontarians with Disabilities Act, Ontario Fire Code, Ontario Building Code, hospital’s IPAC requirements etc.)
